總統府上午正式公布軍事審判法修正案，有關現役軍人非戰時犯陸海空軍刑法之罪，依刑事訴訟法追訴、處罰的修正條文，將於公布日的第三天即8月15日正式生效施行，喧騰一時的陸軍下士洪仲丘死亡案，將可於當天移審予地方法院。

總統府公報一般周三發行，今天星期二，總統府增刊一期，提前一天公布軍審法修正條文。據了解，總統府昨天下午收到立法院的修正條文後，由於馬英九出訪，總統府幕僚等到美東時間早上時段，立即將公文傳真給馬英九，隨即完成簽署，再將簽署後的公文文件傳回。

國防部法律事務司軍事審判處副處長沈世偉上校表示，第一階段的軍法案件，無論在審判、偵查或執行中的案件，將全部移到司法機關，偵查案件移到各法院檢察署接辦，審判中的案件移到法院接辦，軍監人犯移往司法監獄，國防部已與司法院與法務部矯正署密切聯繫，將可順利完成。

沈世偉表示，目前台南軍監關了300多人，預估第一次移送250人，法務部矯正署已在南北各開了11個監獄，後天就要同步移送，移送細節涉及戒護安全，國防部已與憲兵、法務部密切協調，將可順利完成移監作業。

至於林毅夫投敵罪的通緝案，沈世偉表示，林案是以陸海空軍刑法第24條投敵罪通緝，不屬於在第一階段移往司法機關的案件，屬於在公布日後五個月生效移送的案件。林案移送到司法檢察署後，將由檢察官繼續接辦，是否要再發布通緝或偵辦，由司法檢察官決定。

馬英九總統在美東時間12日下午拜訪位於紐約曼哈頓中國城的「紐約中華公所」，為親提的匾額揭匾，馬總統也是公所成立130年來第一位造訪的中華民國總統。相較於舊金山中華總會今年5月才發生撤下國旗事件，紐約公所外則高掛多面中華民國國旗，在馬總統造訪後，主席吳國基更肯定表示，傳統僑社「就是支持中華民國」。

馬總統贈送的匾額提字「亮藎華國」，「藎」字依教育部國語辭典解釋是「忠愛、忠誠」，但「亮藎華國」的意涵，媒體遍尋網路查不到。此一詞句語出自二十四史「南史」「梁書」，為「堅貞忠誠」之意；總統此匾被解讀意在肯定中華公所對中華民國屹立不搖的支持，頗有固僑之意。
