【徐珮君／台北報導】行政院會通過明年度中央政府總預算案，行政院主計總處主計長石素梅說，國防預算編列3059億元，占GDP2.54％，但因國防募兵人數稍減，人事經費減少，軍事投資仍增加，整體數字維持與去年一樣。

不過，國防支出占GDP2.54％，未達馬英九總統競選政見的3％，且是近5年來最低的一次。石素梅說，2009、2010年度編列預算時，國防預算有超過GDP3％，但決算時仍未達到，2011年度至2013年度3個年度的國防預算占GDP比率依序為2.67％、2.68％及2.71％。

此外，在社福預算部分，明年度共編列4242億元，比今年減少141億元，主要是國民年金財源可從奢侈稅等財源挹注，減列102億元等；但在低收入戶健保費補助、長期照顧10年計畫、父母未就業家庭育兒津貼仍增加經費。

【王智勇／台南報導】潭美颱風來襲，台南學甲地區一會兒熱，一會兒冷，因溫差過大，學甲區三慶里一位李姓漁民漁塭，今日上午發現將近12000尾虱目突然翻白肚。「台南市虱目魚養殖協會24小時緊急捕撈專線」接獲李姓漁民通報後，下午已派員前往協助搶救，目前已搶救約6000斤活魚，損失尚待估算。

【鄭敏玲、蔡智銘／台中報導】潭美颱風為台中市山區帶來豪雨，台中市建設局長吳世瑋今天表示，台中市太平區建東路與竹村路交叉口往太平方向的路面遭到河水嚴重掏空，上午九點多掉落河底，坑洞長20公尺、寬達1車道，深不見底，建設局已經緊急封閉搶救中，目前僅留一車道可行駛，請民眾行經時多加小心。

 【許淑惠／台中報導】中市梁姓男子(28歲)今年2月與姐姐及姐姐的男友吵架，梁男不滿潑灑汽油企圖點燃打火機，恫稱要同歸於盡，姐姐緊咬弟弟的手腕讓打火機鬆掉才未釀災，一審以梁男預備放火燒屋判他拘役55日、緩刑3年，檢方以法條適用錯誤上訴。
 
台中高分院改判，梁男的行為已是放火燒毀現供人使用的住宅未遂罪，可處7年以上刑期，但因姐姐寫信向法官求情，指姐弟從小失去父母愛護，在育幼院長大，身為姐姐無法照顧弟弟，弟弟智能反應都比一般人低，懇請法官給弟弟重新改過機會，法官認為姐弟關係有機會修復，減刑改判2年、緩刑5年，緩刑期間交付保護管束，禁止騷擾姐姐，並且要接受家暴中心的輔導。

【綜合報導】巴基斯坦檢察官今天(20日)針對70歲的前總統穆沙拉夫(Pervez Musharraf)提出三項指控，認為他與2007年前總理、反對黨領袖布托(Benazir Bhutto)遭到謀殺的事件有關，分別控以「謀殺、策畫與協助謀殺」三項罪名，但穆沙拉夫出席聽證會時全面否認，法院將在下周二(27日)再度召開聽證會。

布托是巴基斯坦前總理，2007年12月她在出席一場競選集會時，遭到自殺炸彈式攻擊死亡。穆沙拉夫始終拒絕承擔任何責任，即便2010年聯合國獨立調查小組認為，穆沙拉夫政府並未提供布托足夠的安全保護，但在聯合國報告中也無法確定誰是兇手。在出席今天的聽證會前，穆沙拉夫一直被軟禁在首都伊斯坦堡的郊區，今天在聽證會上，穆沙拉夫當眾否認了所有指控，律師表示：「這些指控毫無根據，我們不怕任何法律訴訟，也將遵守法庭的合法程序」。
