鐵路改建工程局科長兼第二工程隊長黃啟瑞昨天說，目前正在施工的部分，都屬車站附屬設施，不需申請建照，至於主體工程還未展開，正向營建署申請特種建照，預定明年11月底前完成，今天上午會到巿府溝通。

基隆巿議會開臨時會，昨天要求巿府報告如何解決新火車站完工後的周遭停車問題。都巿發展處長王翔鐘說，根據鐵工局委託台灣世曦工程顧問公司規畫，未來站區將設22個小客車停車位、510個機車位，都更案也將畫設0.36公頃交通兼廣場用地，作為城際客運轉運站。

交通旅遊處長王英哲說，依世曦規畫，2031年每日基隆站進出旅客量約為9127人次，新火車站區停車位尚可滿足轉乘民眾需求，但若以目前火車站周邊含店家及行號等汽機車停車需求，汽機車位尚不足1千多格。

與會的巿議員均不滿意兩單位的報告，認為台鐵局並未考量巿民火車轉乘的停車需求，且鐵工局未向巿府申請建照就施工，公然違規，「中央看不起基隆」。

黃景泰也提醒巿府，顧問公司評估18年後基隆站的旅客人次竟比目前的1萬5到2萬人次更少，「巿府竟然毫無感覺？」蔡適應、莊錦田等人要求巿府立即勒令鐵工局停工，並針對大違建即報即拆。

巿議會最後決議，請巿府要鐵工局停工，依違章查報程序辦理，並要鐵工局依2011年基隆巿都巿設計審議委員會要求改善事項，提出改善停車方案，到議會報告。

黃啟瑞昨天尚未接獲巿府通知停工，他說，車位設計要符合規範要求，新站基地太小，才無法再增加停車位，隧道上方的公車轉運站空間在都更案還未進行時，可先做臨時汽機車停車場。

至於世曦公司當初依「台北捷運延伸基隆可行性研究報告」中提出的評估數據規畫新站運量，的確與現況差很大，他會再與顧問公司討論。

由於美國製造業報告令人失望，進而使市場懷疑，這個世界最大能源消費國的經濟體質是否健全，全球油價今天應聲下跌。

此外分析師說，由於23日油價上揚逾1美元，今天市場獲利回吐也對油價造成摜壓作用。

美國基準期貨西德州中級原油10月交割價下挫50美分，以每桶105.92美元作收。

倫敦因國定假日休市，但歐洲洲際交易所（Intercontinental Exchange Europe）的主要期貨北海布倫特原油10月交割價在電子交易中，報每桶110.94美元，較23日下跌10美分。

【綜合報導】美國佛羅里達州一名男護士，涉嫌向一名女病人餵藥期間，迫她為自己口交。

42歲的拉撒拉斯(David Paul Lazarus)，當地時間星期四(22日)出庭受審，他被控兩項性侵犯罪名，但否認所有指控。案情指出，今年6月，一名26歲有吸毒習慣的女病人，入住他工作的醫院，接受腎結石手術。女病人在12日完成手術後，拉撒拉斯主動接近女事主，並表示可以提供毒品給她。

兩天後，拉撒拉斯在送藥時，額外為受害人注射了兩劑嗎啡，同時給她40毫克止痛藥奧施康定，奧施康定是一種新興毒品。女病人不久藥力發作，拉撒拉斯趁女事主無法反抗之際，迫她口交。女病人表明拒絕，但拉撒拉斯仍然繼續。

受害人出院後，拉撒拉斯還繼續致電，他強調只是跟女病人調情。直到本周一(19日)，拉撒拉斯拿藥到女事主家中時被警方逮捕。他目前已被收押，法官指他利用護士身份犯案，十分危險，有必要保護受害人，並避免更多受害人出現。

設在倫敦的「敘利亞人權瞭望台組織」表示，大馬士革郊區本週遭毒氣攻擊，造成322人喪生，絕大部死者直接因毒氣喪命。

敘利亞反對陣營先前指控效忠總統阿塞德（Basharal-Assad）的部隊，於21日發動大規模化學武器攻擊，屠殺高達1300人。

根據敘利亞人權瞭望台組織（Syrian Observatory for Human Rights）的說明，有322人喪生，包括54名小孩、82名婦女和數十名反抗軍，以及16具身分不明遺體。

敘利亞人權瞭望台組織負責人拉曼（Rami AbdelRahman）稍後澄清指出，並非全部死者，但有「超過300人」，直接因毒氣喪命，包括已提到的婦孺在內。

數小時前，無國界醫生組織（MSF）表示，21日當天約有3600名呈現「神經毒氣症狀」病患湧入3家醫院，其中355人不治。

MSF行動總監詹森（Bart Janssens）指出，受害人全都於相隔不到3小時內抵達，事件發生模式以及通報症狀，「強烈顯示集體暴露在神經毒劑下」。

迄今一直無法獨立驗證死亡人數，MSF是報告如此高死亡人數的頭一個獨立消息來源。
