大陸為了維護嬰兒奶粉品質管理，已確定先從北京試點，10月起奶粉銷售管道新增藥局和ATM自動販售機器。專家指出，日後奶粉銷售經由國際品牌管理中心統一採購、配送，「從企業生產、販售，一直到消費者購買取得，將是全封閉供應鏈」。

本月15日首批試點啟動，消費者將可在北京金象、全新和同仁堂藥店購買奶粉。

新京報報導，大陸國際貿易學會副會長兼國際品牌管理中心主任許京表示，以北京作為試點城市，大陸國內外共十個品牌的嬰兒奶粉將在10月進入北京藥局銷售，銷售方式以專櫃和ATM機自售模式為主。

報導引述許京表示，奶粉進入藥局也有助於降低奶粉價格，許京分析，奶粉價格高，大部分是因為奶粉企業在行銷上投入不少，而一旦奶粉銷售進入藥局，銷售通路將簡單、透明化，奶企可減少行銷環節支出，「會直接反映在消費者購買價格」。

目前大陸嬰兒奶粉銷售通路主要是大賣場、超市等，許京表示，藥局的加入又增加一個相對可信的管道，「從奶企生產到進入藥店銷售都是全封閉供應鏈」。

報導稱，「進駐」藥店銷售的奶粉，主要採用專櫃銷售模式，部分藥店也將試點「ATM自動售貨機銷售奶粉」。據了解，奶企透過售貨機不僅可減少通路成本，，還可方便消費者查看每罐奶粉的去向，對於消費者而言，資料端更透明化。

售貨機擁有兩層篩檢安全關卡，可自動識別奶粉品質、判定奶粉是否為合格產品，以保證所販售的奶粉是安全的。

據悉，北京和江蘇是首批試點城市。今年底前，北京將有200家藥局門市開始販售奶粉；明年將進一步、選擇100個消費力強的城市擴大試點，完成一萬家藥局設櫃工作；2015年，再完成一萬家、擴大至全大陸400個城市。

大陸國家食品藥品監管總局等部委早在6月就提出奶粉進入藥局、透過自動販賣機銷售的構想；8月初紐西蘭恆天然集團爆發奶粉摻入有毒肉毒桿菌，由於大陸本土、進口奶粉許多原料都來自恆天然，大陸商務部為了安撫大陸民眾、杜絕假貨，重新正視問題重要性。
