【曾佳俊／新北報導】救災鬧空窗？新北市議員李坤城調閱今年上半年消防車輛配置與消防衣使用狀況，赫然發現板橋、新莊等14個行政區，未達法定每萬人須有1輛消防車的配置率，其中永和區更低至僅39%；另外，有超過5成的消防衣，已經逾3年使用期限，李批評：「簡直無視打火弟兄的死活。」

消防局解釋，救災重點非消防車數量，而是「編組戰術」，逾齡消防衣大部分是偏鄉分隊持有，其他則是救災外圍的義消所穿，頻繁出勤單位是「一壞就換」，也逐年編上億經費採購、汰換。

【謝岱穎／綜合報導】陳偉殷先發對洋基，在第3、4局出狀況，由於始終無法解決洋基開路先鋒賈納(Brett Gardner)，再加上僅僅4局就投出轉戰大聯盟之後單場最多的5次四壞球，僅管飆出本季最快的95哩速球，但投完前4局已經失掉3分，並且用了82球，結果被換下場，金鶯也以0比3落後，殷仔成為敗投候選人。連同此役，陳偉殷已連2場投不到5局，防禦率也退步到3.87。

賈納在比賽一開始就敲二壘打，第3局一上場又是二壘打，2出局後，殷仔被索瑞安諾(Alfonso Soriano)敲出適時安打，丟第一分。第4局陳偉殷控球大亂，單局就投出3次四壞球，其中還有2次是連投4顆壞球，結果滿壘之下保送賈納掉第2分，又被吉特(Derek Jeter)擊出高飛犧牲打，丟掉第3分。

【楊喻斐／台北報導】在醞釀漲價的氣氛下，太陽能矽晶圓廠近來股價表現強勢，龍頭廠綠能（3519）總經理林士源坦言，市場價格是透明的，說要大漲是不可能的，漲幅相當有限。

他說，現在大家要拼的是高效能、低成本，尤其在各國普遍調降補貼的情況下，對高效能的產品需求更加強勁，甚至提前引爆，以多晶矽晶圓來說，目前業界的平均轉換效率約17.5~17.6%，但現在詢問17.8%的客戶越來越多，這個時間點比預期的還要提早，持續提高轉換效率將是產業發展不變的趨勢。

標題[請益] 嘴唇的防曬與美白 (上唇比下唇黑)

不知道大家有沒有發現 上唇通常比下唇還要黑或是暗沉一點 我最近才想到這是曬黑 就跟顴骨 鼻子 額頭比較容易曬黑一樣 (比較凸的地方會先曬黑) 我唇色已經不算淺了 擦淺色唇膏一定要遮瑕打底 不然就要買超級遮色的 又曬黑整個又會再暗一階 很想認真的做好嘴唇防曬與美白 之前也都用過開架防曬護唇膏 但是我的上唇還是黑了XD 買了艾杜紗精華棒跟液 它們都有防曬系數 目前服役中 但對於它們的防曬力我覺得沒啥感覺 請問有沒有版友也很注意嘴唇防曬 有買過你覺得真的不會曬黑的防曬護唇膏? 醫美開架專櫃通通都可以接受 只要防曬力很夠就好 另外還想問 有人用過你覺得有美白功效的夜用護唇膏嗎? 我是每十分鐘擦一次護唇膏的人 用量超大 用過這麼多 覺得很多開架的潤澤度都不錯 也有找到很修護乾荒的 但是還是沒有看到主打"美白"的 (也許美白是一件比較刺激的事情 放在唇上太刺激 不好拿捏配方所以很少牌子出?) 等等要出門了可能不會很快回推文所以先謝謝回應的板友XD ~~前幾天在雅頓跟雅詩蘭黛問護唇膏 結果櫃姐睜眼說瞎話 指著有防曬系數的護唇膏 "這夜用也很好啊" 上面就寫了SPF系數跟防曬了! 防曬怎麼可以夜用啦.... -- ※ 發信站: 批踢踢實業坊(ptt.cc) ◆ From: 114.198.186.61

【徐彩媚／嘉義報導】中埔鄉東興村凍仔腳聯外道路遭土石流沖毀，交通中斷，70戶居民賴以維生的簡易自來水設施也受損，縣長張花冠今天實勘後，指示建設處與自來水公司研議早日恢復供水設施，解決村民無水可用之苦。
 
大雨下不停，凍仔腳復東橋一帶的居民卻無水可喝，聯外道路30日遭土石流沖毀，大量泥流挾帶石塊從邊坡流入道路，有70公尺長路段遭土石流淹沒，對外交通中斷。
 
張花冠由代理鄉長許彰敏、建設處長林吉利等人陪同，沿著台3線村落道路往東興村凍仔腳災區挺進，村民向張縣長訴苦，表示邊坡上的簡易自來水設施遭洪流沖毀，無水可用。另外，凍仔腳上方還有近百戶住戶，聯外道路是農產運輸主要道路，請縣長幫忙早日搶通。

【曾佳俊╱新北報導】風雨成災讓菜價一路飆漲，新北市府與果菜運銷公司合作，昨舉辦高麗菜特賣會，以每台斤便宜市價三成價錢，讓民眾省菜錢，現場準備一公噸貨量，不到兩小時即被婆婆媽媽搶購一空，有的人甚至排了三次隊，直呼：「有買有賺到！」農業局表示，今天中午在遠百板橋中山店還有加碼場次，請民眾要多加把握。
