【大紀元2013年09月05日訊】（紐約訊）繼桑迪颶風以後，紐約對交通建設就特別上心。 9月4日，大都會交通委員會公布了一項在未來25年內投資7千億的計劃草案。這樣大手筆的投資著實讓人吃驚不小。那麼，究竟這筆資金能否落實，這7千億又會被用在哪裡呢？

紐約大都會交通委員會4日宣布，將在未來25年花7千億改造紐約的交通設施及空氣質量。面對這樣的天文數字，觀眾們都聽得聚精會神。紐約大都會交通委員會稱，紐約這個地方發生的一切都離不開交通，一個成功的房產、小生意、甚至社區，都離不開紐約的交通。

這個被稱作2040的計劃將涉及系統運作、設備維修、設施加固以及更多開發。最先付諸實施的，將是未來5年1,338個基礎設施項目，包括在哈德遜低谷、長島和紐約市建造新的中轉站、公路橋樑、自行車及行人設施等。這個5年計劃共將耗資300多億美元，而公路建設的投資將超過其中的三分之一。

此外，2040計劃也將對機動車排放超標的地區嚴格監督，使紐約的空氣質量得到更大改善。

這項歷時25年的計劃耗資龐大，每5年就要修正一次。紐約交通局長坦言，目前聯邦政府的第一階段撥款還沒到位，可能需要另尋解決之道。看來紐約交通的改造究竟如何，一切還未有定數。

【大紀元2013年09月05日訊】（大紀元記者劉純清波特蘭編譯報導）波特蘭公立學校官員說，不是所有的45個藝術教師都能在開學的第一天由城市藝術稅支付聘用，有的還需要等待幾週。

波特蘭的選民去年秋天批准了藝術稅，但法律上還存在挑戰。學校領導猜測這部份稅錢能否成功離開市政府，以及花銷是否存在隱患。隨著這些挑戰被克服，59所波特蘭公立學校至少將得到一名兼職藝術教師。但學區發言人Christine Miles說，所有的老師都到位還需幾週。按計劃，應該平均每500名學生配備一名藝術老師，但是Christine Miles說或許還將有改變。

每18歲以上的波特蘭居民每年需要35美元的稅來支持在所有六個學區範圍內建立波特蘭藝術節目和藝術團體。

【陳世河／台中報導】你家就是我家，遊民半月闖入洗車場五次連啤酒都喝光。東勢區無業的古姓男子（36歲，竊盜前科），6月起短短19天時間，五次破壞鋁製鐵窗後，闖入東勢區豐勢一家洗車場，除偷走屋內零錢共300元外，古男行竊時難耐氣溫炎熱，還將冰箱內4慣啤酒喝光，警方根據目擊民眾描述將古嫌傳喚到案，偵訊時他說：「五次都是我闖入沒錯，啤酒喝光了、錢也花光了」。警方偵訊後今天將他依竊盜罪嫌函送法辦。

【鮮明／台中報導】台中市一名鄭姓女子（27歲）日前在太平路光南商場搭計程車，卻一直要司機繞路，最後又回到距離商場僅一百多公尺的麥當勞，車資共5百元，但鄭女未結帳就直奔麥當勞內躲起來，司機報案後才順利向鄭女拿到車資。不料，隔天下午警方接獲轄區一家藥妝店報案指有人竊取商品，警員到場一看發現又是鄭姓女子。

店家表示，鄭女當天來偷了兩次，第一次成功得手，店員調閱監視器正打算報案，沒想到不久又發現鄭女回來偷第二次，遂不動聲色，待其離開時將她攔下向警方報案。警方在鄭女包包內起出多瓶香水、保養品、眼影等商品，價值共7000多元，訊後依竊盜罪嫌送辦。

行政院會今聽取金管會報告「推動建置創櫃板協助創新企業籌資規劃方案」，提供年輕人另一條創業管道，目標預計在民國103年度登錄的微型創新企業可達70家，籌資金額達新台幣2.1億元。

創櫃板方案參考美國股權基礎群眾籌資平台，提供股權籌資但不具交易功能，目的在提供有創意及發展潛力的微型創新企業良好的籌資平台，藉由公設聯合輔導機制，提供財務、會計、內控、行銷、法制及公司治理等全方位輔導。預計11月底電腦系統建置完成，年底前上線。

　行政院會聽取經濟部報告節能減碳執行成效及後續重點工作。江宜樺裁示，整合型智慧低碳示範區推動概念，例如澎湖、金門打造低碳島及低碳社區，可作為各部會規劃新興開發案，包括自由貿易港區的桃園航空城、高鐵周邊新市鎮等開發時那入參考，請經濟部與交通部於評估研議過程中，先行導入節能減碳思維的可行作法。
