台股在短短5個交易日裡連續2次盤中破年線，但收盤時在政府基金強力護盤下，卻能成功收復失土，是近來亞股中表現最強的市場，加以MSCI對台股的季度調整微升，因此，吸引外資連7天買超台股，是這波最捧場台股的法人機構；惟反看散戶投資人的操作態度，在金管會利多端出後，卻還是觀望再觀望，一點激情也感受不到。

市場老業內認為，去年證所稅的復徵措施，對市場造成的傷害太大了，很多人失望離開這個最熟悉的市場後，就不願再回來；而金管會全面開放可融資券的股票，在平盤下得以放空的措施，的確對市場在動能的擴增有正面助益，但市場是否從此就一帆風順、勢如破竹，從融資一直無法擴增，就可看出本土投資人對後市的保守態度；否則，依以往慣例，大盤連三紅，散戶是不請自來，而大盤已連5紅，散戶還是異常冷靜，一點都不捧場。

摩根台灣金磚基金經理人葉鴻儒表示，觀察本波外資連7天買超，帶動指數上漲4.45%，但融資餘額卻不增反減。而根據摩根投信整理近一年來外資連續買超期間的融資變化，不僅融資增幅全數小於指數漲幅，7月份以來融資更持續減肥，反映出散戶對大盤的投資信心仍舊明顯不足。

而近期全球市場氣氛明顯好轉，不僅中國PMI數據優於預期外，歐美最新PMI數據也竄高、優於預期，美國褐皮書經濟報告顯示景氣持續溫和復甦；再加上台股內部有金管會政策鬆綁的大利多，激勵熱錢流入台灣，外資不斷買超。

葉鴻儒指出，去年起受到證所稅實施的影響，大盤量能與散戶進場意願驟降，但今年來證所稅鬆綁，金管會更推出三箭齊發的救市措施，但融資餘額今年來尚未突破2000億元，始終壓制在1800億左右的低檔水準，也反應散戶對QE等全球市場變數仍存有疑慮。葉鴻儒認為，隨歐央、日央與G20會議召開，9月中旬美國貨幣政策也逐步明朗化，將有機會進一步激勵市場信心與資金回補亞洲。

華南永昌投顧董事長儲祥生說，大立光 (3008)受外資調降評等，今天股價盤中跌幅一度超過半個停板，影響高價股及人氣；不過，短線雖受衝擊，中長線有機會在果新機出爐後，若手機所用的鏡頭採1200萬畫素，則對大立光將是大利多。

關鍵數據：匯市變化，新台幣兌美元近來不斷升值，雖不利電子等出口商，但卻也透露熱錢一再湧入台灣，外資一再買超台股的訊息。美國今晚將發布失業率及非農業就業人口數據，均關係到QE退場變數。

技術面：OTC迄今連拉8根紅棒，比上市加權指數來得強，代表中小型股的人氣強勁。大盤指數量潮有開始擴增，預期下周衝上千億元熱量指日可待。

觀盤重點：在政府作多氣氛下，整個盤勢呈現短中多的架構，中小型股活蹦亂跳，大型股則較溫吞，若大盤指數要挑戰前二波8265及8439高點，則大型股得竄出扮演帶盤主流。

今年1到7月韓國旅客來台人數再創新高，達到16萬9186人次，較去年同期成長12.93%，觀光局表示，將藉由參加旅展、航線增班、節目合作、異業結盟等各種管道，與業者、地方政府合作推出多樣化的旅遊產品，並傳達「旅行台灣就是現在」的意象，達成今年韓國旅客來台27萬人次的目標。

為了號召更多韓國旅客到台灣旅遊，觀光局繼6月參加在首爾舉辦的韓國旅展後，今起到下周一組團參加釜山旅展，辦理推廣活動。

入選「2013年FHM百大美女」的洪棠近日以百萬酬勞為線上遊戲代言，穿著深V造型的古裝，飾演反派角色「杜蓮」，解放32E美胸，還得被鐵鍊吊起，搞受虐，情節直逼SM。

洪棠為「四大名捕」線上遊戲代言，在廣告中飾演心狠手辣的杜蓮一角，為穿上特別為她訂製的深V古裝造型，洪棠努力瘦身，每周安排1至2次，每次做30分至1小時的運動來塑身。在拍攝時，利用本身的瑜珈底子折出S型的曲線，展現女性最性感的姿勢。

在廣告中，洪棠必須被綑綁來飾演反派角色，為了演好這一段洪棠私下也會對著鏡子，反覆演練跟揣摩眼神跟神韻，試圖表現兇狠的神情。
