【綜合報導】總統馬英九處理立法院長王金平涉關說案，影響不少民眾對他的看法，年代公布民調，總統滿意度只剩下9.2%，這比起先前TVBS所做的民調數字11%，還要低。

這份民調數字，總統府沒有回應，前副總統呂秀蓮召開記者會，認為總統馬英九的民調數字，相當接近前俄羅斯總統葉爾辛下台前的民調8%，要求馬英九比照辦理，下台負責。

【陳建彰／台北報導】受到美國前財長薩默思退出競選聯準會主席的消息激勵，全球股市普遍呈現反彈，台股經過昨天大漲後，預料今天漲勢可能趨緩，康和投顧認為，受到資金回流影響，近期如日、韓、港、陸股幾乎都強勢上漲，對台股後市及多頭信心相當正面，但受到國內政局紛擾下，將是台股最大的利空。
 
本周17~18日為美國FOMC會議，若以縮減量化寬鬆規模200億元作分界，小於此數字為利多，大於則為利空，但因股市已提前反映，即使是利空，之後應能逐步反映經濟面的復甦而走多，因此台股短線在買盤進駐下，指數可能呈現區間震盪，若有較大回檔時將是不錯的買點。
 
雖然內部政治情勢紛擾干擾影響多頭表現，但在整體經濟復甦下，台股在政局紛擾結束後應可持續走多，配合政策積極作多，及外資熱錢回流下，長線趨勢受惠或是低基期個股將是資金青睞重點，另外，中概股在中國經濟、股市好轉下，也是盤面焦點，以電子、百貨、食品等通路相關族群為首選。

【王煌忠、翁清雅／台中報導】全國知名逢甲商圈今晚上演一場浪漫求婚記！從事製造業的男主角陳長明﹝28歲﹞，與就讀逢甲大學夜間部的女友林秀屘﹝28歲﹞，兩人雖是國中同學，但在命運巧妙安排下，一年多前才正式交往，並決定互許終身。

陳長明二周前開始規劃求婚儀式，今晚在十多名共同朋友協助下，其中三人分別穿上拉拉熊、凱蒂貓與丹尼布偶裝，佯裝在逢甲商圈追逐，吸引剛下課的女主角駐足，拉拉熊手持道具鑽戒跪下求婚，女主角掀開拉拉熊布偶頭套，發現並非男主角，露出失望表情，但男主角陳長明突從人群中手持蛋糕與鑽戒現身，跪地向女主角求婚，在旁親友與數十位圍觀民眾不斷起鬨大喊「嫁給他、嫁給他！」此時林秀屘眼眶泛淚感動喊出「我願意！」由男主角套上婚戒，女主角主動迎向男主角激起熱吻，林秀屘興奮表示，「我真的很驚喜，他的用心讓我太感動了！」

【賴宇萍╱綜合外電報導】美國聯邦公開市場委員會（Federal Open Market Committee，FOMC）例會從周二起召開，市場靜待將於台北時間周四凌晨2點公布的決議結果。周二美股3大指數早盤小幅上漲。

美國聯邦準備理事會（Federal Reserve，Fed）主席柏南克（Ben Bernanke）已有2個月未公開發言，市場也將關注他在會後記者會中的發言，以釐清Fed未來可能政策動向。

美國勞工部公布，美國8月CPI（Consumer Price Index，消費者物價指數）月增0.1%，僅為市場預估增幅0.2%的一半，顯示通膨要達到Fed的目標仍需一段時間。Fed官員已表示，他們在密切關注物價水準，以確保美國經濟不會陷入通縮，損及經濟成長。

另外，據彭博最新調查指出，在薩默思（Lawrence Summers）退出角逐下屆Fed主席大位後，高達86%的受訪經濟學家預估，美國總統歐巴馬（Barack Obama）可能提名葉倫（Janet Yellen）接掌Fed，比率遠高於9月初調查時的38%。

美國國會預算辦公室（Congressional Budget Office，CBO）表示，目前美國債務佔GDP（Gross Domestic Product，國內生產毛額）比率，已升達2次世界大戰以來新高73%，較2007年底大幅攀升1倍。

【姚惠珍／台北報導】中油今舉行新舊任總經理交接儀式，勞工董事孫志偉以及吳光興以潑墨抗議整起人事案黑箱作業，質疑董事長林聖忠獨裁專政違反規定，也對卸任總經理孔祥雲抱屈，而孔祥雲則表示：「雖然任期有點短且有點突然，但是過程很愉快、心裡也很坦然。」
 
中油今舉行臨時董事會，由中美和董事長陳綠蔚接任總經理，原總經理孔祥雲外派接任台耀石化公司董事長，而孔祥雲任值總座不到10個月，創下中油公司成立以來任期最短紀錄。對此，孔祥雲受訪表示，「心情很坦然」，長官交代的任務盡力達成，不會在意是在擔任哪個工作或職務。

不過，不滿人事案秘密作業，勞工董事孫志偉在典禮中以潑墨抗議不公，在胸前潑上紅墨象徵心中流血，在臉上潑上黑墨代表中油烏雲密布，以此行動抗議人事案黑箱作業，為孔祥雲突遭撤換抱屈。

另一名勞工董事吳光興則指出，這次撤換總經理事前完全沒有告知，未按照中油公司章程及經濟部規定的作業程序進行，完全是林聖忠獨裁決議，令人憤怒。
