【大紀元2013年09月22日訊】台灣自今年9月起開放第三方支付線上儲值帳戶，此一政策開辦後，已吸引各銀行搶進。業者表示，新業務不但可以擴充客源，隨著網路交易愈來愈普及，代收代付服務的獲利也將愈來愈被看好。

據中央社報導，台灣電子商務市場蓬勃發展，去年產值超過新台幣6,000億元，資訊工業策進會預估，今年產值將增加17%，2015年上看兆元。為搶攻電子商務商機，不少銀行業者除了既有的網路收款機服務外，也紛紛布局第三方支付線上儲值功能，以提供民眾以及網路商家另一種付款及收款選擇。

銀行業者指出，開辦線上儲值帳戶，消費者儲值不需要手續費，但會依照認證強度對儲值金額限制。

據報導，目前實名認證強度共有3種，使用自然人憑證等電子簽章認證，認證強度最高，儲值上限20萬元；若提供連結存款帳戶、信用卡等金融支付工具認證，儲值金額最多10萬元。

目前包括中國信託商銀、玉山銀行、第一銀行、台新銀行等都積極搶進第三方支付業務。業者表示，新業務不但可以賺服務費，擴充客源，增加存、放款的客戶，隨著網路交易的普及，代收代付服務的獲利也將愈來愈顯著。

其中，積極推行電子商務的玉山銀，與第三方支付業者歐付寶合作，預計本周開始將推出線上儲值帳戶，屆時歐付寶會員就可線上向玉山銀申請帳戶，並可依照認證方式，預先儲值，等待日後消費時使用。玉山銀將會負責向消費者進行「實名認證」，確認帳戶為會員本人，避免帳戶有不法用途。

台新銀則與歐付寶及支付連合作，推動第三方支付。台新銀支付金融處資深副總夏敏蘭表示，藉由台新銀與第三方支付平台間的履約保證關係，未來將可針對網路交易提供買賣雙方更安全便利的信用卡交易環境。

永豐銀行未與第三方支付業者合作，自行推出「豐掌櫃」線上收款服務。永豐銀針對利用網路創業的微型企業，提供微型企業帳戶代收代管服務，一方面減低資金管理成本，另一方面由銀行先行管理消費者消費金額，減少網路詐騙，提升交易安全。

永豐銀指出，民眾只要上網申辦、提供銀行帳號，且每月代收代管的金額在5萬元以下，就可免費使用此服務，到時只要將「豐掌櫃」連結點，貼在自己的部落格等平台上，就可進行線上收款。

永豐銀電子金融處處長陳亭如表示，根據經濟部調查，台灣將近130萬中小企業，其中近3成都有網路行銷與電子商務需求，而安全完備的金流服務是店家必備。

為讓網路交易金流更便利，且不受平台限制，「豐掌櫃」創新提供網頁付款鈕機制，只要在部落格或Facebook上貼入連結，一秒鐘讓網誌變商店，買家按鈕立刻付款購物，系統則協助賣家管理庫存、省時對帳。
