【綜合報導】美國參議院在台灣時間1日凌晨2點，開會表決共和黨提出的預算案附帶條件，也就是將歐巴馬總統的醫療改革法案擱置1年，結果以54票對46票，否決附帶條件，2黨現在剩下不到12小時，解決歧見。
 
美國政府本會計年度，在台灣時間1日中午12點前結束，如果2黨無法在期限前就預算案達成共識，美國政府將勢必會重蹈17年前柯林頓政府的覆轍，暫時關門大吉。雖然負責國家安全的三軍及緊急救難等單位的員工仍將在領不到薪水的情況下，繼續留在工作崗位。但只要政府持續停擺，估計將有超過100萬聯邦政府員工賦閒在家。

立法院長王金平因涉關說遭國民黨撤銷黨籍假處分案，經台北地院裁准後，國民黨向台灣高等法院提出抗告，高院認為黨員加入政黨屬私權領域，法院可以介入，王金平的不分區立委和立法院長資格，在本案判決確定前，有定暫時狀態保護的必要，駁回國民黨抗告。

府尊重裁定 無法接受司法關說立場不變

國民黨委任律師陳明表示，和總統馬英九討論後，將向最高法院提起再抗告；總統府表示，尊重裁定結果，但馬總統無法接受司法關說的立場不會改變。

最高院「法律審」 國民黨翻盤機率不大

王金平再度保住立院龍頭地位，一般認為，即使國民黨再抗告，因最高法院為「法律審」，僅審查法律是否適用錯誤，國民黨的翻盤機率不大。

高院：加入政黨 是憲法保障的結社自由

高院指出，黨員加入政黨，屬於私法上行為，是憲法保障的結社自由，王金平的國民黨黨籍是否存在，攸關王金平能否以國民黨黨員資格擔任國民黨不分區立委及立法院長的權益，有必要定暫時狀態予以保障的必要。

合議庭指出，王金平確認國民黨黨員資格的本案訴訟還在台北地院審理中，判決尚未確定，也無法預知判決時間，若王任期屆滿後才確定勝訴，會因沒有及時定假處分造成立委資格喪失，損害恐難回復。

合議庭表示，若國民黨在本案訴訟判決確定前，讓王繼續行使黨員權利，不會影響國民黨在立院的立委總席次，國民黨可在判決確定後，再對王做出適當處分，以昭公信，國民黨的黨紀、黨譽和社會評價，並非不可回復；何況，國民黨未具體陳報所受損害得以金錢估算的數額，也未能指出地院裁定王金平的擔保金何以不足彌補其損害。

王金平因涉關說遭國民黨撤銷黨籍，九月十三日台北地院裁准王金平以九百三十八萬多元提供擔保金，在確認黨員資格存在之訴判決確定前，仍可續行國民黨黨員權利。

立法院長王金平黨籍假處分案，法院駁回國民黨抗告。台中市長胡志強昨晚說，國人都希望安定，希望高層有智慧，國家社會儘早恢復安定。

胡志強今天將飛往摩洛哥，參加城市與地方政府聯盟世界年會。針對整起事件，胡志強昨提出「風暴說」。

他說：「台北政壇可能置身風暴內，我很慶幸我在台中，台中可能在暴風圈外，我很慶幸保持在暴風圈外，盼風暴早日過去，大家保持安定。」

胡志強說，他知道抗告被駁回，但不願多談，希望這件事和緩解決，「我只希望高層有智慧，盡量恢復安定，國人都希望儘早安定」。

政壇傳出倒閣、解散國會，來解決政治僵局。胡志強說，他希望風暴早日過去，「任何事情讓風暴延長，都不是國家社會之福」。

「九月政潮」的法律戰，立法院長王金平贏了第二回合，台灣高等法院昨天駁回國民黨抗告；國民黨雖可向最高法院提出再抗告，但最高法院是法律審，翻盤的機會不大，國民黨應該重新思考其他的訴訟策略。

國民黨主席馬英九已定調「官司照打、政務續行」，現在要國民黨「以和為貴」、撤回訴訟已不可能。但官司若一敗再敗，儘管假處分裁定只是暫時維持現況，不涉及「本案訴訟」（王金平的確認國民黨黨籍存在之訴）的實質勝負，但一般民眾根本搞不清楚，只知道國民黨又輸了，必然影響國民黨的形象和聲勢。

國民黨輸了假處分裁定案，「本案訴訟」的結果看來也不樂觀，國民黨應該重新思考訴訟策略，改對立法院的行政怠惰提起行政訴訟，或者去函中選會要求遞補詹滿容為國民黨不分區立委、或由詹滿容去函中選會要求遞補；如果中選會遲不依法遞補，那麼就告中選會行政怠惰。

王金平向台北地院提出的確認國民黨黨籍存在之訴，是民事私權訴訟，而中選會是公務機關，它的行政處分不應該受到私權裁判的影響；但立法院收到中選會的公函後，一直未處理，也不回覆中選會，以致後續的遞補作業無法進行，國民黨如果對立法院這種行政怠惰提起行政訴訟，仍有勝算。

由於王金平在中選會收到國民黨處分書，發函立法院的同時，已喪失不分區立委身分，國民黨打行政訴訟強調這一點，可以避開民事假處分的糾葛；否則，民事假處分官司一敗再敗，對民眾認知而言，已形同司法判決王金平勝利。

【綜合報導】日本最大無線通訊商NTT docomo，研發出一款可即時翻譯文字的視覺輔助工具，戴上這款「眼鏡」，內建系統會自動辨識文字，接著透過智慧手機，連上雲端資料庫進行翻譯，目前提供日文、英文、中文和韓文四國文字互譯。
 
研發人員表示之後到外國旅遊，看到不認識的路標、招牌或是菜單，戴上眼鏡閱讀就能自動翻譯成使用者會的語言，這款眼鏡的使用方式就和Google眼鏡類似，影像也會顯示在眼鏡的小螢幕上，而且還有臉部辨識功能，透過在智慧手機上建立的照片通訊錄進行比對。
 
這款裝置預計在2020年東京奧運前可正式上市。
