【綜合報導】台南市仁德區女子分屍案有重大突破，被害人確認是來台工作的越南籍女子黎氏妙妝（28歲），今年三月黎氏和在台南工作的越南籍丈夫馮銘懷（29歲）一起到台南後即失蹤，而馮工作地就在屍體被發現地點附近，疑因感情糾紛，馮涉嫌將妻殺害分屍棄屍，昨傳喚馮男到案，但馮不承認。

警方指出，馮銘懷工作的泡棉工廠後側圍牆緊臨發現黎氏頭顱的果園，且警方曾拿死者畫像到其工廠讓外勞指認，當時馮曾看過畫像，卻沒有反應，涉嫌重大，故警昨發動搜索並將馮帶回偵訊，但他見死者頭顱照片冷靜以對，始終不承認殺妻。

【張麗娜／台北報導】行政院長江宜樺昨未能上台施政報告，總統府昨批評是因民進黨杯葛、反對造成憲政僵局。民進黨發言人林俊憲上午再次發表嚴正聲明表示，江宜樺侮辱國會、藐視國會，應就其不當言論向國會道歉。林說，江宜樺沒有上台，完全沒有影響到立法院運作，民進黨的立場是「拒絕江揆、會議照開、法案照審、立院運作不受影響」。

林說，立法院日前已通過審計長同意權，明年度中央政府總預算案也在朝野協商後付委，所有法案、議事運作都順利進行，完全沒有所謂妨礙立法院運作，更沒有所謂憲政僵局；如果有所謂憲政僵局，其實就是馬英九發動的政治鬥爭導致憲政危機，江宜樺身為行政院長，不僅沒尊重立法院，反而全力配合總統的政治鬥爭，出言不遜、藐視國會、污辱國會，民進黨強力要求江宜樺先向國會道歉，以維護國會的尊嚴。

林說，如有所謂憲政僵局，是馬英九自己發動造成，如要解決這個憲政僵局，是違法毀憲的馬英九應該要自動下台。
