【蘇聖怡／台北報導】行政院長江宜樺今第五度赴立院進行施政報告並備詢，早上一個小時的國是論壇，幾乎在民進黨立委砲聲隆隆要求下台聲渡過，江宜樺面無表情低頭處理公文。

國是論壇結束後，民進黨立委聚集在發言台前高喊「毀憲亂政，監聽下台」口號，立委邱志偉、邱議瑩拿著「沒有道歉，沒有上台」標語，站在江宜樺位子前，江宜樺依舊自顧處理公文，偶爾抬頭看一下場內狀況。

院會報告事項處理完後，立法院長王金平宣布休息協商。江揆枯坐一上午，目前仍無法上台。

【李英婷／台北報導】身陷監聽風暴的行政院長江宜樺，昨晚被北檢傳作證人後，今天上午第5度到立法院議場進行施政報告，面對媒體詢問今天是否可以順利上台以及相關被傳訊作證的問題時，都不回應，不發一語的迅速走入議場內。

江宜樺走到議場入口處簽到時也僅微笑，不說話就走進議場。

德國土耳其裔人口估計近300萬。信奉伊斯蘭教的土耳其移民為促進各界了解他們的宗教和生活方式，每年10月3日，全德各地700多處清真寺都開放參觀。

選在德國統一日開放清真寺給所有民眾參觀，顯示伊斯蘭社區希望融入德國的主流社會。這項活動自1997年起，每年10月3日走進全德各地清真寺參觀的人數總計都超過10萬。

位於柏林新克爾恩（Neuekoelln）區的伊斯蘭墓園和Sehitlik-Moschee是德國最古老的清真寺之一，也是受保護的古蹟。3日上午，百餘位柏林市民很早就到清真寺的方場等候專人導覽。

導覽員簡單介紹這處歷史悠久的墓園。他說，1798年普魯士國王贈這塊土地給鄂圖曼土耳其的使館，安葬當時駐節在德國死亡的外交人員和商旅。墓園旁的清真寺是之後興建，建材雖取材於德國，建築風格卻是仿土耳其的伊斯蘭教堂。

近年來，Sehitlik-Moschee年度導覽成為柏林慶祝國慶特色之一，吸引愈來愈多的市民參觀。

民眾感興趣的不只是在德國並不常見的伊斯蘭建築，還有導覽介紹可蘭經基本教義及伊斯蘭教朝拜禮儀。

參觀民眾在伊斯蘭教徒禱告的大廳席地而坐，聽導覽員簡要講解可蘭經的內容。他說，先知要信徒與人為善，伊斯蘭教的精神是愛人惜物，建築設計、牆飾圖案和各項設施及物件功能的解說，也相當有趣。

強調伊斯蘭教愛人惜物，Sehitlik-Moschee開放日，教徒們舉辦有關環境保護的研討會，展示書籍和海報的社區義工魏德（Hermann Habib Weide）表示，「多數的伊斯蘭教徒都相信，地球上的一切並不屬於我們。我們只是暫時擁有，所以，必須有智慧的運用和顧惜。」

德國清真寺開放日，柏林的土耳其社區邀請柏林人認識他們的宗教和生活方式。有機會進入清真寺認識了解，是很難得的經驗。

有意代表民進黨參選台北市長，曾擔任前總統陳水扁委任律師的顧立雄，上午接受電台訪問時坦承，他了解解除扁的委任律師，未來有可能引來黨內的攻擊，但他強調，過去歷史無法回復，當初是雙方同意，沒有誰拋棄誰，但他沒想過後來扁一直被羈押及受到的待遇，「非常不公平」。

【施旖婕／綜合外電報導】英國雜誌《經濟學人》在本周最新一期刊物當中，再度關注台灣總統馬英九，評論他的聲望雖低，但仍在外交上有所努力和貢獻。

《經濟學人》首先以「馬英九可能是台灣史上最不受歡迎的民選總統之一」來破題，但接著指出，這次台灣能重返國際民航組織(ICAO)大會，可見馬英九仍有能力在外交上做出突破。

報導指出，台灣在過去40年友邦僅在23國的數字上下遊走，但到了2008年馬英九當選後，他採取了新的作法。馬英九與中國簽署多項經濟協議，《經濟學人》盛讚他是「從1949年國民黨政權到台灣以來，海峽兩岸一直處於敵對狀態，但馬英九改善了兩岸關係」。

報導也提到，「馬王之爭」似乎掩蓋了馬英九在外交上的「小小成就」，王金平獲得高人氣，反觀馬英九的民意支持度只剩9.2%，國會也近乎癱瘓，馬英九也無法公開闡述新政策。
