星雲法師 為復航死傷者祝禱

台北101與佛光山佛陀紀念館合作，今（5）日舉辦「星雲語錄 觀景自在」書法展開記者會，將展出星雲法師的10幅「一筆字」墨寶，以及16幅融合101大樓與一筆字墨寶的吉祥海報。星雲並未出席，但針對昨日復興航空空難發生死傷，特地錄製影像表達哀悼之意，出席記者會的台北101董事長宋文琪雙手合十觀看星雲祝禱影像時，臉色凝重。

柯P勉救災人員　除拆水門延遲外其他做的不錯

台北市南港區基隆河發生空難，市府團隊在現場救災，遭部分媒體質疑救災調度混亂，市長柯文哲今早到防災應變中心時表示，昨天沒有想到說需要在河堤動用到700噸的吊車，因此打掉堤防水門需要花3個小時，柯表示水門打穿後，未來要改做活動水門，讓700噸大型機械進入，不過他強調除了打掉水門花3小時外，其他地方做得相當不錯。

媒體詢問現場有官員拍照傳Line回報，遭質疑妨礙救災，柯文哲表示，救災應該要建立指揮中心系統，當時空難一發生，除了有防災應變中心的大本營外，現場還有一個前進指揮所，他表示每個現場的人員要把看到的資料送進大本營，才有辦法調度。媒體追問是否有官員拍照打卡挨批防礙救災，柯則說這件事剛剛才聽到，所以他不曉得。

柯文哲表示，就他過去在醫院工作的經驗，即使是急救成功，都有寫檢討報告，像工務局檢討報告今天半夜就出來了，重點不是只有工務局，其他局處也要交報告，他會親自看過，另外，柯說回報訊息也是救災的一部分，針對現場是否有拍照打卡的事，柯表示他要知道情況才有辦法回答。

柯文哲表示，台北市政府還是有救災SOP，只是沒有想過得要在河堤使用700噸吊車，以前他在台大當老師時常說「只要活得夠久都還會再遇到奇怪的問題」，就像他當時在台大，也沒想過會碰到SARS。柯表示他也跟工務局長討論，河堤內可能會用大型吊具，所以比較寬的水門恐怕要預留，這件事事後會再做檢討。（張博亭／台北報導）

貓愛躲盒子 科學家：掠食行為

英國「每日郵報」報導，科學家認為，喵星人愛待在盒子裡，可能是種掠食行為，或者只是希望人類先不要管牠們。

「每日郵報」（DailyMail）報導，不管是大紙箱、鞋盒，或只是看起來像盒子的物體，貓咪都無法抗拒，會忍不住擠進這個狹小空間。

科學家尚未完全瞭解為什麼喵星人特愛盒子，但他們有幾種理論。

最受歡迎的理論認為，喵星人本能受到箱子吸引，是因為箱子給貓咪安全感，讓這些掠食者追蹤獵物時有地方掩藏身體。

根據賈迪納（BryanGardiner）在「連線」（Wired）雜誌的報告，荷蘭烏得勒支大學（UtrechtUniversity）的獸醫溫克（ClaudiaVinke）最近研究躲藏起來喵星人的壓力指數。

她發現，有箱子的貓咪比其他沒有箱子的喵星人更快適應新環境，因為箱子可當成一種遮掩機制。

箱子也提供貓咪安全打盹所在。貓科動物每天可睡18到20小時，找到可躲藏地方有助增加牠們在野外的存活率。貓咪不只愛躲箱子，也會躲進抽屜、購物袋甚至水壺裡。「連線」宣稱這可能是因為貓咪想要保持溫暖。跟人比起來，貓科動物對較高溫度的忍耐度好得多。

交通部要求「呼叫小黃」下架，否則開罰！

0143f7fe904a301f062fa573bc1429f3 交通部與Uber之間的爭議未了，如今又有網路叫車服務App被颱風尾掃到，擁有15萬下載量的計程車叫車App呼叫小黃開發者周立瑋日前接到新竹監理站來電，質疑呼叫小黃提供乘客接送服務的派遣行為，並引用交通部法條「計程車客運服務業申請核准經營辦法」，籲請呼叫小黃立即下架或停止網路叫車功能。

交通部表示，如果呼叫小黃不修正的話，將會依法開罰。但開發者周立瑋認為，呼叫小黃完全不收費，更沒有居中營利，何來從事派遣業務之說？質疑大型連鎖車行為鞏固其壟斷地位，向交通部檢舉呼叫小黃。

雖然都是叫車服務，但其實「呼叫小黃」與「Uber」是很不同的。「Uber」打出共乘口號，讓民眾開自家車提供接送服務，「呼叫小黃」則是一個彙整地方計程車資訊的平台，呼叫的是正牌的計程車司機。

周立瑋發現台北都會區以外的地方很難招到計程 車，但又不想浪費時間在路邊招車或打電話叫車，於是自行開發了呼叫小黃App，自動偵測使用者所在地附近有哪些計程車可提供服務，使用者可以在「呼叫小 黃」上，看到每名司機的評價、駕車紀錄和特色，例如有的司機提供外語服務，有的司機願意載寵物，有的可能還能幫忙搬家接送，使用者選中合適的司機之後，輸 入出發地 和目的地，可以選擇App發送訊息或撥電話叫車。

周立瑋說，新竹監理站4日來電並發公文指出，呼叫小黃完全不收費會影響到派遣業者的權益，所以網路叫車的功能須下架，僅能保留電話叫車服務，令他感 到「相當驚恐」，他質疑：「打電話可以，網路卻不可以，滿沒有道理的。」目前許多連鎖車行也都有做自己的App或提供網路叫車服務，呼叫小黃僅止於提供計 程車的連絡資訊，應是媒合平台而非派遣業者。

交通部盯上網路叫車服務已非第一回，巴西叫車服務Easy Taxi年初宣布退出台灣市場時便表示，考量台灣法規規範不符合其商業營運模式，才決定全面撤出。呼叫小黃的營運模式與Easy Taxi雷同，皆提供媒合乘客和計程車司機的服務，但沒有跟司機和乘客收費。

隨著網路和行動載具越來越方便，傳統派遣計程車行的優勢大不如前，司機大可加 入其他媒合平台，為自己開拓客源，但目前法規並不允許司機加入一個以上的車隊。周立瑋表示，將會與新竹監理站持續溝通，短期內不會將呼叫小黃下架。
