【潘岳／宜蘭報導】37歲高姓男子，半年多前，酒後開車遇警攔檢，經檢測酒測值達0.85毫克，他被警方帶回偵訊時，竟以胞弟之名接受問訊，隔天酒醒後，高男自覺良心不安，才向警方坦承冒名頂替，除被警方依公共危險罪嫌送辦，還多了1條偽造文書罪嫌。

高男的酒駕犯行，今天被宜蘭地院判處拘役50天、得易科罰金5萬元，冒名頂替犯行則被判處3月徒刑，得易科罰金9萬元，合計判罰14萬元罰金，真的是得不償失。

立法院長王金平上周五拋出行政院長江宜樺「延後1個月施政報告」的方案，但未被藍、綠接受。國民黨政策會執行長林鴻池昨天鬆口表示，「可以考慮接受」。不過民進黨團總召柯建銘認為，延後一個月不是重點，江宜樺是這次政爭的參與者，「沒有道歉還談什麼？」沒有道歉，今天仍不會讓江宜樺上台。

柯建銘認為，國民黨打從一心裡，希望民進黨最好不要讓江宜樺上台，才能藉此重彈民進黨造成立法院空轉的老調，但「沒有總質詢也無所謂」，相信老百姓看得清楚目前現況，呼籲馬英九趕快認錯，只有這條路可走。

「重點不在時間」，民進黨立委鄭麗君指出，國際上如盧森堡，一旦發生非法監聽事件，總理便下台，在台灣這場政爭，如今誰負起了政治責任？馬江集團到目前為止，沒有任何改進的作為，不僅是毀憲亂政，更把所有焦點轉移到「國會空轉」，事實上每天立法院都運作，甚至曾經質詢黃世銘到晚間11時，說空轉是一種欺騙。

根據轉述，馬總統在昨天五人小組指出特偵組有維持必要。柯建銘批評，「馬英九永遠站在民意對立面」，如今隨便做民調都知道特偵組現在被民眾深惡痛絕，卻還在維護特偵組，「根本就在促成大家來罷馬」。

柯建銘嘲諷，馬英九可能覺得自己民調9.2%太高吧，認為自己是2.9%才對。國民黨立委若堅持遂行馬英九意志，完全背離民意，在表決時，對贊成特偵組要存在的人，「我們將來會發動罷免」。

【涂建豐／高雄報導】《蘋果》檢驗黃色小鴨玩具，發現六款玩具中有一半塑毒超標，市府消保官與經濟部商品檢驗局今日到光榮碼頭聯合稽查，但警方在二十分鐘前卻將新田路攤販全部驅散，稽查人員只好到海邊路上僅剩幾攤稽查，才查第一攤，其餘五、六家都跑光，第一攤的老闆也躲起來，只留下攤位玩具，經查該攤玩具多無檢驗合格標識，但無人承認是老闆、也無法追查上游貨源。稽查人員另外到活動現場合法攤販區的一家業者，經查都有合格標識。

檢驗局南區分局表示，稍早就有針對黃色小鴨進行檢驗，沒有檢驗合格產品當場要求下架，不准再賣，所有採樣都送化驗，台北總局會發布化驗結果。

【徐珮君／台北報導】台灣勞工陣線聯盟上午在立法院舉行「政府黑心派遣、亂象大公開」記者會，受害的派遣員工徐珮瑄指控，今年在林務局底下擔任派遣員工，在松雪樓擔任房務工務，卻面臨加班卻沒有加班費，國定假日沒有雙倍薪資，工作7天沒有例假日，嚴重違反《勞基法》。

對此，民進黨立委鄭麗君砲轟政府是勞工大量派遣的元凶，造成勞工低薪化、廉價化，「難道勞工是免洗筷，還是連免洗筷都不如？」到場的勞委會黃科長表示，此案已進入仲裁階段，將加強勞動檢查，也要求政府各機關應率先保障派遣勞工，如違法一定立即裁處。

徐珮瑄說，她向地方政府申請調解的隔天，8月20日中午11點45分派遣公司就以電話告知被解僱，12點15分就接到林務局公文，要求她在下午2點前清空宿舍且離開。當時正有天秤颱風外圍環流影響台灣，山區濃霧，風雨時大時小，就被送到最近的公車站等公車去埔里。

徐珮瑄痛批，林務局惡意解雇正在勞資糾紛調解中的員工，派遣公司也未給付資遣費，在颱風天前夕非法解雇勞工，任由她在高海拔山區的風雨中獨自等公車，「草菅人命！」
