法新社報導，美國歐巴馬政府8日維持一項禁止部分三星行動科技產品的決定。三星針對八月份美國國際貿易委員會的一項判決提出上訴，當時國際貿委會對三星幾款較舊的智慧型手機和平板電腦下達禁令，理由是侵害蘋果公司專利。美國貿易代表傅洛曼已駁回三星的此項上訴。

系統電子今天與日本電池大廠FDK株式會社策略結盟，並簽署合約。雙方將採用鎳氫電池進行手持與行動工具產品開發與銷售合作。

系統電董事長李益仁與FDK社長望月道正下午代表雙方，簽署策略聯盟合約。

李益仁表示，系統電年初時即與FDK洽談合作，目前已成功採用FDK鎳氫電池，開發出UPS不斷電系統、雲端儲能，也導入手持產品、醫療設備產品。此項合作預期在2至3年內，將會為系統電帶來約新台幣10億元的營收貢獻。

李益仁指出，雙方結盟後，未來將把FDK的鎳氫電池全面導入集團旗下的各個事業部進行運用。此外，也將進一步與FDK共同開發採用鎳氫電池的緊急供電設備等。

FDK為日本電池、電子大廠，去年營收為735億日圓，今年預估可達800億日圓，FDK營收比重中，電池達62%、其他電子38%。

FDK表示，在各種電池產品中，最看好鎳氫電池，由於具有無毒性、不會燃燒等特點，並已發展成超薄產品，厚度僅0.3mm，可應用於名片型大小的各項產品中。

【楊適吾、楊適群╱高雄報導】高市苓雅分局為方便警員能有效巡邏黃色小鴨周邊秩序，特地向鼓山分局商借2部由中信造船廠捐贈、每部要價9萬元的YikeBike電動車，作為巡邏之用。
 
成功派出所警員謝文青（21歲）、女警施佳佳（25歲）今天下午騎著電動車在光榮碼頭巡邏，2人身穿警服騎著造型特殊的電動車在港邊繞來繞去，反倒比黃色小鴨更吸睛，現場民眾也紛紛圍觀拍照直呼：「從沒看過很新奇。」甚至還趨前要求合照。
 
女警施佳佳表示，電動車可折疊，重約14公斤，充飽電約可使用4個小時。警員謝文青則說，最高時速約25公里的電動車，騎乘方式不同一般車子，需多加練習才能適應。

【李光濱／花蓮報導】花蓮縣政府結合台灣觀光學院及民間業者，今天在政府禮堂舉行文旦柚加工產品發表會，學生們發揮巧思將文旦柚與火龍果結合，研發出特調果汁；有業者將文旦柚皮曬乾後，製成可以保養喉嚨的柚皮茶；還有人將文旦柚融入甜點中，製成鳳柚酥、柚香餅乾等產品，讓人看了食指大動。

花蓮縣長傅崐萁表示，花蓮縣是文旦柚重要產地之一，品質不輸台南麻豆文旦，有了這些加工產品，除增加農友收入，還讓消費者一年四季都可吃到文旦柚食品。

慶祝102年雙十國慶，臺中市政府 10月10日 上午7時將在臺灣大道市政大樓府前廣場舉辦「臺中市各界慶祝中華民國102年雙十國慶升旗典禮系列活動」，大里區仁德社區發展協會振坤金龍隊將在現場表演，以舞龍陣祈求臺中市市運昌隆，還有國旗機與逗趣造型等搖控飛機將劃過府前廣場天空，內容熱鬧精彩歡迎民眾參加。

102年國慶升旗典禮於當天上午7時在市政大樓府前廣場報到，並於7時20分舉行系列表演活動，8時準時升旗典禮。社會局表示，除市府各單位及所屬各機關代表參加外，歡迎各民間社團及市民走出戶外踴躍參與，所有參加升旗的民眾，市府將致贈精美國旗貼紙、小國旗乙面及國慶宣導品，數量有限、贈完為止。

活動當天邀請大里區仁德社區發展協會振坤金龍隊在現場表演，以舞龍陣祈求臺中市市運昌隆、四季平安，金龍由專業師傅楊清飛傳授社區民眾編製而成，獨具特色；另外臺中市遙控飛行科技發展協會將以國旗機與逗趣造型機劃過府前廣場天空，帶給民眾不一樣的雙十國慶視覺饗宴。

社會局也歡迎各機關、單位、商家、住家戶當天懸掛國旗，增添國家慶典之氣氛。市府勞工局當日上午9時至下午17時將於惠中樓中庭辦理「臺中市勞工大學十週年慶活動」，內容有成果展、職涯進修諮詢服務等活動，共同慶祝中華民國102年生日快樂。

社會局提醒民眾為辦理國慶升旗典禮，市府市政大樓平面及地下一樓停車場，於上午7時至上午11時停止收費，並統一由惠中路入口進入地下停車場，參與活動的民眾請於上午11時前駛離，未駛離者將依規收取停車費用。

另外也呼籲民眾多多搭乘大眾交通工具，臺灣大道新市政大樓的公車有48、57、73、77、83、85、86、87、88、106、146、147、150、168、199路， 歡迎利用臺中市公車動態資訊網查詢→點選路網轉乘→依地標、交叉路口、站牌查詢。

【吳家翔／台北報導】民進黨高雄市黨部今通過前總統陳水扁之子陳致中的重新入黨案，全案將再送中央黨部審查。不過，民進黨發言人王閔生今說，陳致中當初退黨參選，視同除名，要5年後才能入黨，最快要到2015年6月才能申請入黨。陳致中則反駁說，他沒參加黨內初選，情形不同，他將向黨中央說明。

民進黨已在8月14日通過陳水扁再入黨案，陳致中今在高雄市黨部通過他的重新入黨案後表示，他與扁一樣，「我們父子矢志一生為黨的義工，願為台灣奉獻心力」。 王閔生受訪表示，陳致中2010年6月退黨參選高雄市議員，當時有11人與陳致中狀況相同，依民進黨規定，「視同除名處分」，要5年才能重新入黨，從無例外。

陳致中表示，有關提名條例第9條，退黨參選視同除名，解釋上以參加初選為前提，他的情形不同，他沒有參加黨內初選，他會向黨中央來說明。但民進黨幹部表示，退黨參選與違紀參選都視同除名，不在於有無參加初選，這已明白違反黨的規定，「黨中央不會受理」。
