【張博亭／台北報導】國民健康署今公布1項安寧療護調查結果，共調查2468名癌症晚期病友與2115名家屬，發現其中有39.3%的病友、28.5%的家屬認為安寧療護是消極「等死」，顯示安寧療護在台推廣多年後，民眾對於其理解仍有待加強。  

國健署表示，安寧療護並非等死或放棄治療，而是經醫師專業評估後，避免進行無效的治療與檢查，也協助病友與家屬面對死亡，共享最後時光。

【林錫淵／高雄報導】高市警局各分局偵查隊每日勤務編排12小時，但自上月起每日增加1小時，每人要服勤13小時，比派出所警員要多上1小時，此擧引起基層火大不滿，質疑「1市2制」，「是要把基層操到過勞死嗎」？

基層偵查佐表示，全國各縣市刑警單位只有高市刑警要上13小時，太不合理，每天多上1個小時，壓力及體力負荷都加大，造成休息時間縮短且不足，難道基層真的是豬狗不如，要被操死才有人關心？

高市刑大大隊長林炎田表示，這是考量實際需求，必須排入午、晚餐用膳時間各半小時，不然連吃飯也報超勤說不過去。

　　今年在印尼峇里島舉行的APEC年度領袖高峰會，十月七日在前副總統蕭萬長的巧妙安排下，陸委會主委王郁琦和大陸國台辦主任張志軍見面，雙方在問候中，首次以官銜互稱，為兩岸交流互動寫下新頁。
    媒體及馬政府的態度，皆是將王張互稱官銜定義為兩岸「互不承認主權、互不否認治權」的最佳體現，也象徵彼此在「九二共識」基礎上的良性交往獲得認同。
    但是，我們從中國大陸官媒（新華網、人民網等）的報導中，仍未有互稱官銜的文字出現，依然將王郁琦稱呼為台灣當局主管大陸事務的負責人，意味著中國大陸官方在這件事情上顯得矛盾與謹慎。
　　若是北京當局正式稱呼官銜後，必須慎重考量到未來如何因應台灣領導人馬英九的「總統」官銜？中國大陸會有如此謹慎的兩面手法，原因是：一方面為內部有所交代，另一方面是必須審慎思考將來所會引發的政治效應。
　　因此，APEC會中的突破，雖然對兩岸關係發展有著象徵性意義，卻無法完全樂觀認為兩岸關係已突破當前的政治困局，無論是中國大陸的內部因素，甚至在後馬政府時期，相關重要法案能否順利在立院過關，此外，未來若處理深水區議題上，是否能讓台灣人民安心，都勢必牽動兩岸關係敏感神經。

【國際中心／綜合外電報導】距美國政府債務違約大限僅剩一周，美國國會眾議院共和黨10日提出一項為期6周的債務上限提高方案，不包含任何附加條件，希望能和歐巴馬會面協商。

眾議院共和黨人當天舉行閉門會，會後宣佈上述方案，眾議院議長貝納表示，過去10天，共和黨人一直試圖與民主黨人對話，但遭總統歐巴馬和參議院多次拒絕。眾議院希望通過短期債務上限方案，換取歐巴馬就政府開門、預算等緊迫問題與共和黨進行對話。如果兩黨就這一方案達成共識，政府債務違約大限將推後至11月22日。

另一方面，參議院民主黨人9日草擬一份為期一年、不附加任何條件的債務上限提高議案。有消息稱，參議院周六可能會對議案進行表決。白宮已經表示，對眾議院提出的方案感到高興，但更傾向參議院提出的長期債務上限方案。

美國媒體認為，兩黨在10月1日前未就臨時撥款議案達成共識，已經承受了巨大民意壓力。如果在美債問題上重蹈覆轍，在付出更大政治成本的同時，還將重挫美國國際信用，損害全球經濟，這是目前兩黨立場鬆動的原因之一，而且共和黨人初步同意不附加任何條件短期提高債務上限，可見他們希望能在談判中獲得更多有利籌碼，如果歐巴馬不在醫改法案和削減赤字問題上做出重要承諾，政府關門問題依然很難解決。
