馬英九總統昨（10）日在國慶典禮上疾呼，台灣在區域經濟整合上，已遠遠落後新加坡與韓國，最近上海自由貿易試驗區掛牌啟動，「又多了一個競爭對手」，呼籲加速開放、勇於競爭。

關於自由經濟示範區，馬總統說已進入行動階段，特別是上海自由貿易試驗區已掛牌啟動，台灣開放速度要加快。

他強調，不論境內或跨境金融與經濟活動，都應讓自由化的範圍更加擴大。

馬總統演說中提出，台灣經濟的新定位是「自由經濟島、關鍵價值鏈」，一方面讓台灣成為國際經濟體系中關鍵元件和精密設備的提供者，與服務業創新模式的開發者，另一方面要參與全球競爭，吸引全球投資，拓展商品和服務輸出的市場。

他表示，要讓台灣成為「自由經濟島」，一方面要全面融入區域經濟整合，另一方面要快速推動「自由經濟示範區」。這不是「要不要」的問題，而是我們「已經落後其他國家很遠」。

針對建構「關鍵價值鏈」，馬總統說，政府已整合產學資源，積極開發十項工業基礎技術，要讓它們在國內生根，成為產業未來創新升級的基礎。同時，要更積極協助許多廠商轉型為「中堅企業」，不僅發展出關鍵技術，也逐步建立在國際供應鏈的「隱形冠軍」。

依據2012年的統計，每100美元貿易額中，可以獲得的自由貿易協定（FTA）免稅或優惠金額，新加坡高達63美元，韓國也有34美元，台灣原本只有0.14美元，在兩岸經濟合作協議（ECFA）生效三年後，才增加到4美元，仍遠遠落後新加坡和韓國，須急起直追。

【簡嘉宏╱綜合外電報導】只因被校方處分，3名學生打死校長。這個駭人聽聞的事情發生在印度，校長不治身亡，3名逞兇的學生已被印度當地警方逮捕。

根據「印度時報」（Times of India）的報導，就讀於印度坦米爾那都（Tamil Nadu）省土底科林（Tuticorin）縣，聖嬰工程技術學院（Infant Jesus College of Engineering and Technology）的1名學生，因在一起校園衝突中擔任和事佬，校方調查後遭到禁止到校兩天的處分，心生不滿。

10日早上，當53歲的校長進入校園後，早已等候在一旁的3名學生以棍子便往校長身上招呼，校長倒臥血泊中，送醫不治。

【吳國仲／新北報導】昨天深夜11時許，五股外寮路傳出一起火警，一家已打烊休息的土雞城突然冒出黑煙，被返家的鄰居發現，趕緊撥打一一九求助。
 
新北市消防局獲報後，立即派遣人車前往，約10分鐘後便將火勢撲滅，所幸沒有任人員傷亡，附近鄰居表示，深夜騎機車返家，驚覺土雞城內冒出黑煙，趕緊打電話報警，同一時間通知屋主前來，警消表示，現場燃燒位置在土雞城的鐵皮廚房，面積約3平方公尺，初步判斷是電線走火所導致，確切原因還有待火調人員調查。

標題[心情] 真的能忘記嗎

標題[問題] 黑名單與未顯示號碼
