【方翊倩／綜合報導】文化部長龍應台昨表示，將推動《電影法》修法，針對電影票價開徵5%的「電影扶植稅」扶助國片發展，《蘋果》昨語音民調結果，58.96%受訪者反對徵電影扶植稅，只有24.3%表示支持。

《蘋果》以「政府為扶植國片，擬對電影票課徵5%電影扶植稅做國片基金，請教你的看法？」做民調，採電腦語音輔助方式，隨機訪問329位全國民眾，調查結果有58.96%民眾反對，認為應由自由市場決定；24.3%民眾支持，認為為扶植國片願多繳稅；16.74%民眾沒意見。

中國決策層對於中國經濟現狀和未來都充滿信心。

10月7日，國家主席習近平在巴厘島出席亞太經合組織工商領導人峰會時表示，“我對中國經濟發展前景充滿信心”，“信心來自於中國經濟增速處在合理區間和預期目標內”， “中國經濟增速有所趨緩是中國主動調控的結果”。

習近平透露，中國正在製定全面深化改革的總體方案，總的是要統籌推進經濟、政治、文化、社會、生態文明建設等領域的改革，努力破解發展過程中出現的難題，消除經濟持續健康發展的體制機制障礙。

昨日（10月8日），發改委宏觀經濟研究院常務副院長王一鳴告訴《每日經濟新聞》記者，目前我國正處在經濟增速的“換擋”階段，需要繼續推進市場化改革進程，最關鍵的就是要素市場化，推進土地、勞動力、資金市場的並軌，推進土地、戶籍和金融改革。

中國經濟沒什麼意外發生

進入本世紀第二個十年以後，中國經濟逐步進入由高速至中速的“換擋”期。經濟增速從以前的兩位數增長到2011年的9.3％和2012年的7.8％，今年上半年我國GDP增速小幅降至7.6％。

習近平表示，中國經濟總體上實現了平穩過渡。7.6％的增長，在世界主要經濟體中名列前茅。中國經濟基本面是好的，經濟增長及其他主要經濟指標保持在預期目標之內，一切都在預料之中，沒有什麼意外發生。

巧合的是，世界銀行在10月7日最新發布的《東亞與太平洋地區經濟報告》中，下調了中國以及多數東亞發展中經濟體今明兩年的經濟增長預測。該行預期中國經濟2013年增長7.5%，明年增長7.7%，低於春季時預計的8.3%和8%。

習近平認為，中國經濟增速有所趨緩是主動調控的結果。因為實現我們確定的到2020年國內生產總值和城鄉居民人均收入比2010年翻一番的目標，只要7％的增速就夠了。

王一鳴告訴《每日經濟新聞》記者，目前我國正處在經濟增速的“換擋”階段，增速適度放緩是潛在增長水平下降的客觀反映。“從國際經驗看，一個國家或經濟體在經歷了一個較長時間高速增長後，都會有一個經濟減速過程。”

從上半年經濟數據看，結構調整的拉動作用正在顯現，內需拉動經濟增長7.5個百分點，其中消費拉動3.4個百分點。
