【大紀元2013年10月17日訊】（德國之聲報導）據香港《蘋果日報》報導，10月15日，浙江余姚市受菲特颱風影響的萬餘名災民，齊聚市政府舉行大規模集會，抗議政府救災不力並促該市市委書記毛宏芳、市長奚明下台。激憤的市民砸毀多輛公務車並將政府門前的「為人民服務」牌匾中的「人民」兩字拆除，中共當局出動逾千名武警和特警到場，據當地抗議人士上傳網絡圖片顯示，有多名抗議者被打傷，目前道路已被武警封堵。

儘管新浪微博等網絡社區迅速刪除余姚抗議相關的博文內容，但一份「余姚加急特訊」還是得以廣泛傳播，市民在這份抗議動員文件中質問救災期間為何不見市領導出面和不派出救援隊伍？要求當地粉飾災情的官媒道歉及釋放早前被抓捕的抗議民眾（早前據網易新聞等傳已有數十名名發帖網友被拘）。截止目前中國官方並未通報此事，官媒《新華網》15日報導稱南京軍區派出4800名官員到達余姚地區，重建災後秩序。網友「丁丁貓」在推特上發出博文：「很罕見，自從89年以後在處理群體事件時都是用武警，好像從來沒有動用過正規軍隊，余姚現在的形勢之嚴重可想而知。」

10月6日，菲特颱風襲擊浙江中部地區，儘管早前中央氣象台已發佈強力預警，但據律師喻志明網絡博文顯示，菲特颱風登陸余姚後，10月7日晚間各大水庫洩洪，但當地政府沒有在白天及時通知民眾轉移財產，致災民損失慘重，因此災民的憤怒有其原因。10月10日，媒體曝光當地某基層官員視察災民時因腳上穿有高檔鞋，不肯淌水前行，要求一老年災民背起護送消息，引網絡嘲諷；10月10日，余姚市委書記毛宏芳稱可給政府救災打60分，災民立即上傳受災照片回嗆該說法。10月11日晚間，浙江寧波台記者在余姚市中心報導余姚洪水已退，余姚已恢復正常生活。民眾稱其粉飾災情，強烈要求他們去花園新村等受災嚴重的地區報導，隨後民眾圍堵衛星轉播車，並將護送電視台記者的寧波特警警車砸壞。在福建登陸的菲特颱風，卻讓浙江省的城市陷入巨大的公共危機，「余姚告急」亦成中國當前最矚目的議題。

「公權積病惹眾怒」

中國知名公共知識份子趙楚日前發表博文：「余姚水災凸顯公權病症」，指當地民眾對抗是發生在嚴密的言論控制已經實施，救災不力和災後生活秩序恢復出現問題的背景下，貫穿其中並引發民眾抗議的正是公權病症。

趙楚指出：「長期以來，公權已經形成了一種根深蒂固的偏見和本能，在一貫的對社會的打壓思維之下，權力者總認為，權力、社會服務、資源都應該向權力的圓心汲取，而對於人民自發的救助和自救抱非理性的敵意與警惕心理」，因此事件發生後，民眾情緒初起之時，包括官媒寧波電視台「報喜不報憂」的慣性報導，以維護公權形象進行宣傳，而非傳遞解決社會性危機和需求的信息。加之政府公信力缺失，以動用警察手段對付社會言論等，都是公權蔓延至社會的表現。

趙楚質問：「用高壓的手段予以壓制，社會以及公眾還如何敢相信當局救災的真誠？很可惜，這些幾乎是 1+1 等於 2 的常識，余姚當局以及各級公權中人似乎還不能有基本的認識。」

「只要你一上街，他們就不客氣」

中國網絡活躍人士吳淦（網名屠夫）向德國之聲表示，一直在關注余姚事件，也對官方習慣性的鎮壓方式感到擔憂：「第一個他們還是使用暴力，網上有一個女孩和年輕人流血的照片；第二個是昨天的部隊開進，說是派出4800名官兵救災，後面網絡就開始屏蔽，消息越來越少，這些都很令人擔憂。今天如果他們還在示威現場，估計很多人會被抓捕。因為他們一慣的作法就是『只要你一上街，他們就毫不客氣』，這在以後也會越來越常態化。」

吳淦也認為，多年來中國官方對一些災難性事件，包括「5.12汶川地震」等在內，皆以「天災」為由掩蓋過失，而民眾大多在政府的藉口和彈壓下不再抗爭，此次余姚民眾直接而鮮明的將「救災不力」拋向政府，實屬難得的勇氣：「像由『救災不力'引起的大規模抗議比較少，這個城市的民眾挺勇敢的，百姓面對『天災' 確實沒辦法，但像『豆腐渣工程'這樣的人禍是不可原諒的，這次余姚得到全國支持，也是因為災難發生時不見警察，而一旦發生衝突，警察一下子出來這麼多，這麼大的反差，通過互聯網傳播後大家看得很清楚。」

據香港「民生觀察」最新消息，16日上午，余姚市政府門前繼續有大量的武警和特警值守；余姚官媒《余姚日報》16日發表評論文章，呼籲民眾表達訴求要適時、要有理性。

【呂志明／台北報導】檢調偵辦台北車站屋頂防水更新工程弊案，發現負責規畫設計監造的建築師馮月忠，涉嫌與南海材料公司負責人謝宗義合謀，利用耐壓且抗寒零下20度的「聚胺酯防水板」特殊材料綁標，要得標廠商購買指定材料，從中取得近400萬元回扣，北檢複訊後，在今天凌晨，以涉犯《政府採購法》等罪嫌，諭令2人各以10萬元交保候傳。

據了解，檢調人員在昨天清晨前往馮月忠住處搜索時，馮正要送小孩上學，見到檢調上門，並未感到驚訝，還很有禮貌的詢問要搜哪裡。在偵訊過程中，馮對於相關事證全都避重就輕，不是說不記得，就是說忘了。

檢調查出，當廠商得標後，依照契約，必須將施作計畫書送給馮月忠，由馮審核得標廠商是否依照規畫報告、材質進行施工，馮就利用這個環節，刁難得標廠商，再暗示廠商使用南海公司的特殊材料。

玉山氣象站工友陳文忠昨陰錯陽差搭上死亡直升機，他的二哥陳文勇說，么弟愛山，葬身他最愛的玉山，家人雖不捨，但相信么弟願意接受這樣的安排。

陳文忠每十五天上山輪班一次，家人表示，陳平常都開車到塔塔加，再走十一小時路到氣象站。大哥陳文章說，弟弟昨原打算像往常般走路上山，後來得知正好有運補機上山，臨時改變主意搭直升機。

「沒想到竟坐上死亡班機！」陳文章說，母子彷彿連心似的，弟弟出門後，母親不停問「阿忠應該到了吧？」家人不敢告訴她飛機出事。陳文章說，「至少先瞞十五天，讓母親以為弟弟在上班。」

玉山氣象站主任黃成建原本也要搭這架直升機上山，但陳文忠先登機，黃幸運逃過一劫。

四十六歲陳文忠原本是種芥末的山農，十四年前到氣象站。同事說，陳沉默不多話，但很熱心，只要一有山難需要幫忙，總是跑第一，曾背登山客從玉山北峰走到主峰下山。

氣象局預報員羅雅尹回憶，陳平常負責三餐、水電、環境整理等大小事，「簡直就像大家的保母。」「這麼辛苦的工作，若不是對山林有特殊感情，是做不下去的。」氣象局長辛在勤說，海拔近四千公尺的氣象站，工作艱辛外人很難想像，陳文忠卻把它當作第二個家。

陳文忠有三位哥哥、兩位姊姊，他的二哥阿里山鄉民代表陳文勇說，弟弟最大興趣是爬山，到氣象站工作後天天與高山為伍很開心，「從沒聽他抱怨過」。陳文勇表示，弟弟很孝順，最牽掛以輪椅代步的老母親，只要放假就回家陪伴。好友葉錦淦哽咽說，陳文忠心思都放在工作和照顧母親身上，一直沒交女朋友。兩人有次聊天時，陳說想先存錢再成家。

「他是山上的孩子，將他丟在山裡面，他也能看著山勢找到路回家。」陳文章說，弟弟十四年的守山歲月，命運要他留在山上，長眠玉山懷抱。
