【黃仲明／新北報導】昨晚9時許，華江橋上往板橋方向一輛計程車，疑似因為路況不熟，撞上中央分隔島後翻覆至對向車道，整輛車隨後起火燃燒，所幸駕駛與其他2名乘客及時下車逃生，3人分送至北市馬偕醫院以及和平醫院治療，並無生命危險。有民眾行經該路段時，目睹事故的發生，車上行車紀錄器也拍下翻覆瞬間的驚險過程。

臺中市舉行低碳校園標章頒獎（記者賴淑禎攝）

為鼓勵各級學校運用自身優勢與特色，透過學校環境教育，培養節能減碳意識並推動符合低碳概念的校園環境，臺中市政府特別辦理「低碳校園認證標章」徵選活動，17日舉行頒獎典禮，由低碳辦公室執行長黃崇典與教育局主任祕書鍾愛華頒發獎狀及獎金給作品獲選第一名的聽障藝術家朱建安。朱建安先生並於現場教大家用手語比出「低碳校園、臺中好美」、「環保救地球、大家一起來」，鼓勵大家一起做環保。
黃執行長表示，臺中市獲選為全國中區低碳示範城市，市府各單位分頭進行各項事務，其中最重要的是推動認證工作，不只包含校園，還有旅館、餐廳、機關、公共場所等，將來都會一一推動認證。黃執行長感謝教育局低碳校園認證工作推動的非常順利、快速，希望將來所有的學校透過認證，都能落實節能減碳的理念。
黃執行長說，因為二氧化碳的排放量現在已經直逼400ppm，全球的氣候在改變中，透過低碳的認證，希望學校無論在命題、生活的實踐以及在教育上都能夠做到節能減碳，因為學校具有教育的功能，學生從小培養低碳理念，未來工作推動就會非常順利。
這次徵選活動共有96件參賽作品，經歷兩階段激烈評選出前三名，分別可獲頒獎狀及2萬5千元、1萬5千元及8千元的獎金，第一名作品為服務於宇騰設計工作室的朱建安先生所設計，第二名及第三名得獎者分別為烏茲設計工作室的何俊鋒先生及永創設計的高毓宏先生，第一名作品未來將運用於臺中市低碳校園認證時的榮譽標章。
這次「低碳校園認證標章」前三名的作品都各具特色，獲選第一名的是朱建安先生是一名聽障藝術家，對環境的感受比一般人來的更強烈、更靈敏些，所以他設計的標章會讓人感覺節能減碳是一件愉快的事情，標章設計與書本結合的概念，用水、用電、二氧化碳減量，與臺中市意象結合的很完美，是獲選得第一名的原因。
低碳辦公室表示，第一名作品設計理念結合「低碳」、「教育」及「校園」，運用臺中市的地標「湖心亭」為元素，將微笑融入其中，代表了臺中市是個友善及重視環保的大城市；將綠化為綠色能源的意象，代表了大臺中推動低碳家園及節能之面向；書本代表大臺中市的國小、國中及高中校園及教育；向下箭頭標示二氧化碳英文符號，這代表全市的家庭及學校都在施行節能減碳工作。整體的構圖活潑、自然，深具視覺美感，辨識度極高，極能代表臺中市低碳校園認證精神。
朱先生表示，其因童年一場高燒導致聽力嚴重受損，成長過程亦因此難免遭受欺負。但無聲的寧靜反而讓他專注在生命更有意義的事物上，並將人生的艱辛化為創作的熱情。藉由各種設計比賽，他無聲的祝福透過一個個圖像，傳遞給肩負各神聖使命的團體，也真心期待他們能夠成功。

【國際中心／綜合報導】法國衛生主管單位前天發表報告稱，無法證實手機電磁波危害人體健康，但當局說，兒童或每天用手機超過40分鐘的重度使用者，應避免暴露於手機電磁波。
法國食品、環境及職業衛生安全局（Anses）的專家評估300份研究報告後表示，電磁波雖會對人體細胞造成有限度的影響，但沒必要改變目前關於電磁波的規範，專家建議手機用戶多用免持聽筒，或選用電波發射量手的手機，還有每天使用手機最好別超過30分鐘。

【周佩萱／綜合外電報導】澳洲人口最多的州新南威爾斯，16日開始傳出將近100處森林野火，雪梨天空濃煙密布，不少房屋被燒毀，當地一機場也宣布暫時關閉，當局表示由於強風和高溫影響，野火持續延燒，警告鄰近居民提高警覺，必要時將須撤離。
目前估計瓦勒邁國家公園(Wollemi National Park)約有2000公頃林地遭大火吞噬，獵人谷(Hunter Valley)則約有20棟房屋面臨野火威脅，當地警消仍持續打火，目前估計約還有34處野火尚未獲控制，財物損失仍難以估計。
