【吳家翔／台北報導】監委洪昭男與黃武次調查指出，台北地檢署檢察官林冠佑開庭態度不佳，屢有恫赫、怒罵、喝叱、譏諷、歧視被告等違失言行，監院今彈劾林冠佑，監委還公布林冠佑開庭問案的兩段影片，林在問案過程中不時對當事人咆哮、怒罵、喝斥，態度相當惡劣，司改會曾痛批林不適任，並比喻為「憤怒鳥檢察官」。

以下為林冠佑開庭時，辛姓告訴人的友人誤闖偵查庭，林冠佑竟情緒失控，而有如下嚴重不當之言語：
（未經傳喚之A女，突然擅自開門走進偵查庭）
檢：（對A女說）等一下、等一下、等一下、等一下，你是哪一位啊？
辛：（對A女說）這個你不能進來！
檢：（以下對A女說）哇！你太誇張了！你給我過來！你打開我的門，就自己給我走進來了？
檢：（開始斥責）你是shopping啊！是不是？你當週年慶啊！
A女：I am sorry！
檢：（開始大聲斥責）還跟我講英文！
檢：在我中華民國的法庭，你講什麼英文？
檢：你考TOEIC是不是？
A女：你一定不是情緒性的。
檢：對！
檢：你憑什麼認為你可以開門就走進來？
A女：對不起，無知。
檢：還加大膽！
檢：你把這裏當成哪裏啊？
檢：我的憤怒來自於你們對法庭的不尊重。
檢：你講英文？你在美國你敢這樣嗎？你告訴我！
檢：你如果在美國的法庭，你敢隨便開一個門，就走進去嗎？
檢：在國外要當奉公守法的好國民，回來之後嘛亂闖！
檢：（語氣平和壓低）出去。
（A女立刻離開偵查庭）
檢：（以下對告訴人說）這是你帶來的人啊？
辛：因為他可能晚到，那所以…
檢：（開始斥責）然後呢？
檢：（開始大聲斥責）我有傳他嗎？
檢：什麼叫晚到！
辛：報告…
檢：你有呈庭要他當你的告訴代理人或輔佐人嗎？
檢：你有告訴我，有任何一個人還要進我這個法庭嗎？
辛：報告檢察官，我不曉得他會進來，那對於造成一個您的不舒服，非常抱歉。
檢：那不是對我的不舒服。
檢：那表示，他根本就看不起中華民國的偵查庭！
檢：我剛有提過了，如果在美國，她敢這樣嗎？
辛：報告檢察官…
檢：我告訴你啦，如果在美國，早抓去關了！

衛生福利部為油安事件忙得焦頭爛額之際，將在明天早上十點，為食品藥物管理署新任署長葉明功，與代理署長許銘能舉辦交接典禮，許銘能現在為衛福部次長兼食藥署代理署長。

葉明功原為國防醫學院藥學系教授，今年九月獲衛福部詢問意願，十月一日辭去國防部藥政處長。上周本報獨家披露，葉明功證實將接任，並「應該替自己生長的土地，盡一份心力。」

不過，據了解，由於上周衛福部雖內定葉明功為接任人選，仍因部分因素遲未定案，並繼續徵詢各界推薦人選，包括某國營事業主管、前衛生署官員及相關專業的學者。但人選不是無意願，就是不符合公部門資格，因此確定由葉接任。

另外，食藥署副署長也內定由台北市衛生局主任秘書姜郁美接任，姜學的是藥學，在台北市政府任職期間，屢屢在查緝食品消費事件召開記者會，令外界印象深刻。

【張哲鳴／台北報導】麥浚龍今率錢小豪、陳友在台北宣傳新片《殭屍》，錢小豪回想當年自己演出的經典作《暫時停止呼吸》已是28年前，他上一次到台北是12年前為宣傳電視劇，如今再和台灣觀眾見面，很多感觸。他感謝導演拍這部片，讓他重拾人氣。該片在香港已賣逾4000萬台幣。

麥浚龍本是歌手、演員，此次導演處女作便入圍金馬獎最佳新導演等3獎，但他不取敢想會得獎，覺得被看重已經很開心；不過，特別替女配角鮑起靜未入圍感到惋惜。

【徐彩媚／嘉義報導】嘉義市環保局推動「以米代金、心誠則靈」活動，與轄內9家寺廟合作，只要民眾在敬獻紙上寫下大名，隨喜提供香油錢，廟方就會為每位信眾捐一斤的白米給弱勢團體。環保局污染防治科長孫意惇表示，截至10月底已募集790台斤，約可幫助3,000人，也減少226公斤二氧化碳排放量。
 
為號召更多寺廟和民眾響應，環保局今天邀請文財殿主委高樑晉，將白米捐贈給人安基金會嘉義站長黃宸宏。高樑晉表示，文財殿響應「以米代金、心誠則靈」活動，目前已募集50斤的白米，除減少污染外，也將信徒敬神的白米，提供給社會需要的人；還能將紙錢減量，落實環保，別具意義。
 
環保局表示，以往傳統敬神，信眾為求誠意往往燃燒大量紙錢，造成空氣污染又排放二氧化碳，本年度推動「以米代金、心誠則靈」活動，截至目前為止，已減少燃燒紙錢151公斤，減少二氧化碳排放226公斤，更降低各項污染物排放約19公斤。這些成果不僅讓以往的敬神活動更環保，也多了誠意和功德，又可幫助弱勢，籲請民眾多多響應，做功德，一起做環保愛地球。
 
人安基金會指出，他們會將信徒們挹注的愛心白米，發放給街友、獨居長輩、清寒單親媽媽等弱勢民眾。以米代金活動共有文財殿、大天宮、朝天宮、北安宮、王靈宮五顯帝廟、南恩禪寺、震安宮保生大帝、先天玉虛宮及慈玄宮等9家寺廟共同參與，受贈白米單位包括人安基金會、慈濟功德會、仁愛之家等。

【何柏均／新北報導】新北市樹林區今天下午3時許，東和街上1處塑膠粒工廠發生意外，57歲的黃姓工廠老闆在搬動塑膠粒時，重達上百公斤的塑膠粒突然倒下來，當場被壓死；黃姓老闆的弟弟到工廠時找不到哥哥，最後才在工廠發現手露在外面的哥哥，趕緊報警求救。
 
警消獲報後仍趕到現場急救，將塑膠粒搬開後發現黃男已死亡多時，急救無效，警方隨後也拉起封鎖線調查，初步研判應是意外造成，真正死因將報請檢察官相驗。

【蔡智銘／台中報導】一輛載著柴油準備到工地替挖土機加油的小貨車，今天上午9時許行經台中市太平區中山路與大興路口，疑似轉彎車速過快，車上柴油翻覆全部灑在路口，造成路面滑得像溜冰場一樣，至少有三輛機車打滑「犁田」。太平分局坪林派出所巡佐林經祥、警員董家宏趕到現場，發現柴油覆蓋範圍達到10餘公尺，加上附近有醫院、學校及菜市場，車輛非常多，等不及清潔隊派人，乾脆自己動手搬泥沙，再借來掃把，兩人輪流足足花了四十分鐘才搞定，雖然路過民眾都袖手旁觀，沒人上前幫忙，讓兩人累到半死，但林經祥說，還好沒有人受傷，已經是最完美的結局。
