【施旖婕／綜合外電報導】海燕颱風在今日凌晨已經登陸菲律賓，但這個颱風卻被美國CNN、《哈芬登郵報》以及英國BBC形容為「30年來最強無敵魔鬼颱」，可見海燕的威力。

從衛星雲圖來看，海燕颱風的結構非常紮實，並在當地時間今日凌晨5點登陸菲律賓。根據報導，海燕的風速高達每小時240公里，目前正向菲律賓東部和中部前進，土石流、淹水等災情似乎不可免，菲國如臨大敵，正嚴正準備防災，並起動救災系統。

目前已有部份居民先行撤離家園，未來24小時將是海燕影響菲律賓最甚的時候。

中央氣象局表示，今天逐漸轉為偏東風，水氣減少，各地大多是多雲到晴的穩定天氣。

氣象局說，東半部地區有些局部的短暫雨，南部山區也可能有一點零星雨勢。

氣象局表示，各地早晚低溫約攝氏21到23度，白天高溫在宜蘭、花蓮約26度，其它地區則有28到30度，北部高溫比昨天回升，西半部日夜溫差還是比較大，民眾要注意溫度的變化，適時增減衣物。

氣象局指出，強烈颱風海燕今天將通過菲律賓中部，再朝越南前進，對台灣沒有直接影響，但是這個颱風相當強，今天開始也會為台灣東半部、西南部沿海、恆春半島、綠島、蘭嶼及東沙島帶來明顯的長浪，到海邊活動要特別留意，也提醒近期內預計前往菲律賓或越南的民眾留意。

氣象局提醒，因為區域性空氣擴散條件不良，高屏地區細懸浮微粒的濃度偏高，對呼吸系統有不良影響，高屏民眾今天應減少戶外劇烈運動。

雖美國第3季GDP出現2.8%的年成長率，不僅優於預期，也是過去一年來最高的季度成長率，但歐洲央行意外宣布降息1碼至歷史谷底0.25%，引發市場擔心；個股方面，Twitter的IPO價格26美元，第一天掛牌交易就漲升至每股50.09美元的價位，高通第3季獲利不如預期，Tesla傳出另一款電動Model S也發生起火燃燒事件；今天凌晨收盤的美股下跌，跌幅介於0.97至1.92%，美股四大指數中長期趨勢仍偏多，短期則回測月季線。

日盛投顧指出，可由三個面向檢驗台股方向及強弱，首先，在量能方面，5日及20日均量仍有近800億元的水準，但上攻量須為900億元；其次，均線方面，月線開始下彎形成壓力，但季線及半年線仍向上為下檔重要支撐；再者，技術指標方面，5日RSI及9日K值低於50短線仍續整理。

由於美股下跌，觀察台股指數是否能守穩在季線、成交量能否重回900億元之上，盤面焦點股可留意10月營收創佳績的的個股。

【施旖婕／綜合外電報導】美國佛羅里達州最高法院近日裁定，一名女子曾經捐卵給自己的同性伴侶，而伴侶也順利生下一子，2人後來雖然分手，但這名捐卵女子同樣享有父母權利。

事件要回到2004年，這2名女同性戀者共同生活，其中一名女子捐出卵子，讓另一名伴侶得以懷孕生子，最後也順利產下孩子，並共同撫養。不過2年後2人分手，生下孩子的母親帶著孩子到澳洲生活。最近捐卵的女子得知前伴侶和孩子在澳洲生活，於是掀起撫養權爭奪戰。最高法院裁定，捐卵女子可享有監護和探望權。

【施旖婕／綜合外電報導】加拿大多倫多市長福特(Rob Ford)日前承認曾吸毒，近日又有新影像流出，影片中的福特喝得醉醺醺，步履蹣跚，並罵出髒話，還揚言要殺人。

福特說，影片被拍攝時他喝得醉醺醺，不清楚被他咒罵的人是誰。福特日前雖承認曾吸毒，但他保證不會再犯，還堅持不辭職，並會在明年尋求連任。
