標題[問題] 請問三星 S3

東北角鼻頭龍洞地質公園瘋狗浪釀八死八傷慘劇，外界抨擊主管機關東北角暨宜蘭海岸國家風景區管理處長許正隆卸責，許昨自請調職處分獲准，成為交通部近十年來，首位因民眾發生意外下台負責的官員。

面對外界批評，許正隆澄清，他並非要推卸責任，而是檢調單位仍在釐清法律及行政責任，「外界可能誤會我的意思」。許正隆昨天已自請調職，上級也批准，但他表示若還在位子上，會盡力處理家屬理賠、改善風景區各處危險地區。

面對外界和死者家屬質疑，他坦言「壓力很大」，不過自請處分出於自發，「事發後就有這打算了」，表示沒受到上級壓力，也沒有委屈。

許正隆澄清，他絕非如外界形容的「昏官」，會對往生者負起全責，表示「道義責任」是誤會。他說，落水當下風管處的同仁也有趕往現場，平時也有駐警，「絕非不聞不問」。

觀光局長謝謂君昨晚與許正隆共同出面，為龍洞意外九十度鞠躬道歉。謝謂君也因督導不周，向交通部長葉匡時自請處分。

新北市貢寮區龍洞灣日前發生瘋狗浪奪走八命，許正隆因對外說「僅負道義上責任」，遭立委痛批。觀光局已全面檢視轄下七處臨海風景區，將在兩周內提出安全防範措施檢討報告。昨天許正隆面露疲態，強調無論道義、行政及法律責任，都不會推卸。謝謂君也為部屬緩頰，表示許做事認真，對外解釋時講了很多，卻遭部分媒體斷章取義為「只負道義責任」。

許正隆說，東北角管理處為每位遊客投保公共意外責任險，單人上限五百萬、單起事件上限三千萬，但承保範圍是在設有人工設施的區域，因樹林社大意外地點，是在沒有人工設施的天然地質公園，恐無法三千萬元全額理賠，「但我們有信心爭取全額！」未來也會向保險公司協議將海岸沿線均納入保險範圍，若家屬聲請國賠，觀光局會盡力協助。

觀光局說，已暫先封閉龍洞地質公園步道，研擬日後瘋狗浪季節暫時封閉管制，並與新北市府成立安全協調會報，定期聯合會勘，檢討水域安全巡查及管理措施。
