小網路商家刷信用卡情況

【廖珮君╱台北報導】金管會昨預告，開放各銀行准做「網路特約商店」，未來網路個人賣家，將可直接和銀行合作依附在銀行底下，提供網友刷卡網購的服務。金管會官員說，開放後，等於讓銀行可直接搶網路平台業者（如PChome）生意，挑戰網路平台業者。
許多網路小商店多是「1人賣家」，不符合「特約商店」資格，無法接受信用卡消費，讓網購族相當不便。金管會在3月開放，只要網路小商店找到「大型特約商店」（如PChome或雅虎奇摩）靠行，再由該大型特約商店和銀行簽約，該網路小商店就可接受刷卡消費。

不須透過網路平台

為推動網路代收付平台（俗稱第三方）市場，金管會希望銀行可扮演多重角色，降低交易風險，昨日再預告草案，開放銀行可准做「網路特約商店」。
換句話說，未來網路小商店直接找銀行簽約，不須要再透過其他網路平台業者「靠行」，該網路小商家就可接受信用卡消費，等於跳過PChome等大平台業者。
金管會官員說，此舉對小商家而言，可減少支付給網路平台業者的費用，例如上架費；對銀行而言，則是可賺手續費。
業者說，現在很多金控集團旗下也有發展成購物商城，未來也可能以集團資源開發購物商城平台。

取消面額10元修法

銀行局副局長張國銘說，開放後，銀行可自己做網路交易平台代收付，有收單和網路交易兩個部門，銀行可自己擔負網路交易平台的功能，扮演網路交易的金流角色，管理小賣家。
昨金管會也正式啟動，取消面額10元修法程序。金管會官員說，取消後可讓中小企業籌資更彈性，但上市櫃公司尚未有調整10元面額的聲音，最快年底取消後，投資人看財報將以每股淨值或其他財務指標做參考。

【蔡永彬／台北報導】台北市立動物園的大貓熊「圓仔」今天129日齡，最近牠越來越喜歡四處跑，有時也到戶外活動，不願意老是被媽媽「圓圓」抱著。每天下午的「圓仔Live秀」裡可以看到，圓圓千方百計地要抓住好動的圓仔，有時抱住牠，有時把牠卡在牆角，接著就看到圓仔上演「脫逃秀」，繼續跑出去玩。

北市動物園提到，圓仔又有了新朋友－亞洲熱帶雨林區的人猿「香妞」在10月11日產下了人猿寶寶，是個小女生。人猿又稱為「紅毛猩猩」，共有「婆羅洲人猿」與「蘇門答臘人猿」2種。人猿和大貓熊一樣，寶寶從出生開始便由媽媽哺育，保育員觀察到香妞不管走到哪裡都抱著寶寶，而寶寶也緊緊抓著媽媽；傍晚睡覺時間，香妞會一隻手緊抱著寶寶，另一隻手與腳並用抓著麻布袋與樹枝窩起來築巢鋪床。
