【李光濱／花蓮報導】「看見台灣」電影空拍出台灣山林水域變色，今天壹週刊再爆出位於花蓮縣吉安鄉光華工業區的中華紙漿廠，涉嫌偷排廢水汙染花蓮溪。花蓮地檢署見察官上午傳喚告訴人釋楊悟空進行偵查，釋楊悟空在庭上控訴永豐餘董事長邱秀瑩等人涉嫌竊佔國土、私埋暗管排放廢水汙染花蓮溪等4大罪狀。釋楊悟空說，永豐餘花700億併購中華紙漿廠卻未改善空汙及廢水問題毒害花蓮人「比日月光還可惡！」他說紙漿廠排出的廢水量每天至少有7萬5千噸強酸鹼及氯等物質進入花蓮溪。

花蓮地檢署主任檢察官許建榮表示，告訴人控訴的項目很多，有待承辦檢察官一一釐清，近期內將傳喚被告的永豐餘董事長邱秀瑩及中華紙漿廠董長黃鯤雄等人到案說明，另有關釋楊悟空指控紙漿廠排放廢水含有毒物質等細節也將一併查明。

中華紙漿廠事業部協理曾國元指出，有關釋楊悟空所檢舉及找來檢測單位檢驗的廢水標準「完全無法接受！」他說，廠區旁水溝排放的水呈現咖啡色是因含有木質素，是無毒無害，況且該條水溝事是社區共用的排水溝，若檢驗單位從水中取樣就不能指控是紙漿廠所為。

曾國元說，廠區內有一套標準程序的紙漿廢水處理場設施，處理到終沉池後才會排入排水溝，而這水的顏色就像亞馬遜河跟湄公河一樣，怎能說是有毒呢？另外還反駁說，公司決不埋暗管排汙管線絕對合法。

縣府環保局長饒忠則說，兩年多年，環保稽查隊供巡查紙漿廠55次，稽查29次，採樣69次，輔導9次，只查到3次水汙及空汙處理不合規定，共開罰35萬元，實在因為跟民眾實際感受有落差，很多民眾在晚上檢舉紙漿廠排廢氣很臭，但稽查人員抵達採樣後卻未發現不合格，因此從明年1月起將派稽查員駐守光華工業區輪3班全天候監控。

英國官方今日公布的資料顯示，截至 10 月為止的 1 季，失業率降至 7.4%，創 2009 年 4 月以來新低。英國央行 (BOE) 官員表示，他們會考慮升息。

《彭博社》報導，英國國家統計局 (Office for National Statistics) 今日表示，相較於5月至7月 7.6%的失業率，本次公布的數據已降至 7.4%。

本次公布的失業率數據，可能將促使英國央行比預期中提早升息。英國央行總裁 Mark Carney 日前指出，除非失業率降至 7%以下，否則絕對不會輕易升息

前英國央行官員 Rob Wood 認為，本次的失業率數字恐促使央行提早升息，因為照這樣的步調下去，預估在明年中左右就可達 7%失業率門檻，他說：「可見英國經濟復甦有多迅速。」

【鄭敏玲／台中報導】國立中興大學校園內充滿濃濃的耶誕氣息！興大學務處諮商中心16至19日晚間5點半至8點在惠蓀堂舉辦「我們都是好朋友-聖誕興希望」諮商週活動，運用白、紫、彩虹各色LED燈搭建出長12公尺、寬4.8公尺的希望光廊。

裡面展出學生繪製的春夏秋冬四季大型海報，一旁還有立體的耶誕老公公、麋鹿、雪人、小矮人等裝置藝術提供參訪民眾拍照，每天皆吸引2百多人參加。

活動策劃人蔡易辰表示，活動中將透過摺出夢想紙飛機、呼喊希望等方式，鼓勵情緒低落者拋開憂鬱，在聖誕節的溫馨氣氛中重新感受希望!
