中國軍事力量崛起 與美競爭加劇

中國政府5日發佈2014年國防支出將增長12.2%，同時還警告日本“決不允許開歷史倒車”。但有分析認為，中國增加國防預算不只是針對日本。

胡錦濤執政時中國國防預算增加率為，2011年12.7%、2012年11.2%、2013年10.7%，呈現逐漸減少的趨勢。韓國亞洲大學中國政策研究所所長金興奎當天說，國家主席習近平舉起“中華復興”旗幟執政後，中國的外交和國防模式正在改變。中國要培育與國力相適應的軍力，以守衛領土主權等核心利益。

現在中國逐漸改變已有的外交和國防原則。鄧小平的“韜光養晦”外交戰略，已被“主動作為”所代替。周恩來倡導的“不干涉內政原則”也逐漸乏力。中國外長王毅今年1月就非洲南蘇丹內戰表示，在政府軍和反政府軍之間進行斡旋。這表明實際上介入了南蘇丹局勢。中國是對南蘇丹油田的最大投資國。去年12月，中國還首次表示，要給烏克蘭提供“核保護傘”。烏克蘭給中國提供前蘇聯的武器技術。

有分析認為，中國的“軍事崛起”可能在亞太地區與美國的“重返亞洲戰略”相衝突。中國從去年起，毫不顧忌地突破海上防衛線“第一島鏈”（從沖繩經臺灣至菲律賓的鏈狀島嶼）。就是說，中國軍艦頻繁出現在美國海軍獨自稱霸的太平洋。中國人民大學國際關係學院教授時殷弘當天說，中國非常在意美軍在亞太地區的優勢。中國增強了海軍力量，僅去年就增加部署了28艘戰艦和潛艇。有分析認為，中國已意識到，如果要像過去的英國和現在的美國那樣崛起，海軍力量是非常重要的。

韓國國家安全戰略研究所研究委員朴炳光（音）對中國加強軍備表示，這是走向強國的不可避免的旅程。就是說，歷史上沒有哪個國家僅憑經濟力量就躋身強國行列。他說，如果說20世紀後期，世界震驚於中國經濟的崛起，那麼21世紀初期，則將被中國的軍事崛起震驚。

美國正在牽制中國的這些行動。美國的《防務評估報告》表示，將在2020年前把目前占50%的駐亞太地區海軍資產2020年提高至60%。美國懷疑中國還有很多“隱形國防預算”藏匿於其他預算之中，這些預算遠高於中國官方宣佈的數字。

美國海軍情報處最近在美國議會聽證會上說：“中國海軍的力量已上升與西方海軍不相上下的程度。美國海軍如果與中國海軍對抗，要非常謹慎小心。”

雖然美國國防預算持續減少，但中國官方宣佈的國防預算仍只有美國的20%左右。多數人認為，中美國防力量差距依舊懸殊。

　　集結全球 13 名《星海爭霸II》頂尖選手，「ZOWIE鉄王盃」於上週（2 月 26 日）正式開戰，並在本週三（3 月 5 日）進入第二週賽事，而韓國人類選手 TaeJa（윤영서）在首週擊敗 Revival（김동현）後，昨晚再度以 4：1 輕取 Squirtle（박현우），成功衛冕鉄王寶座，並將在下週迎戰新的挑戰者。

ZOWIE 鉄王盃第二週：TaeJa 獲勝
　　這場由 ZOWIE GEAR 和鉄人論壇所舉辦的國際賽事，總共將進行 12 場比賽，為單週單場 Bo7（Best of 7）的擂台戰。在昨天的比賽中，正在尋求衛冕的 TaeJa 雖然於第一回合失利，讓被暱稱為「傑尼龜」Squirtle 先馳得點，不過 TaeJa 不慌不忙，穩穩地追回 3 分搶先聽牌，第五場「暴雨」更是在一開始就取得巨幅優勢，儘管後來二礦基地被 Squirtle「背水一戰」的攻勢給逼退，但 TaeJa 卻抓緊Squirtle因緊張而頻頻出現的失誤，漂亮地防守下來，Squirtle 也在最後的攻勢失敗後認輸，讓 TaeJa 拿下賽末點，以 4：1 取勝。

日殺人魔被捕前　裝成目擊者受訪

日本千葉縣周一深夜發生街頭連環搶劫殺人案，10分鐘內4人被搶，當中1死1傷，當地警方在昨日晚間逮捕24歲嫌犯竹井聖壽，而竹井在被捕前還偽裝成目擊者，接受媒體採訪。

據日本《產經新聞》報導，竹井在案發後接受媒體採訪時，自稱「看到兇手騎在死者身上，捅了好幾刀」。之後警方鎖定竹井的嫌疑最大，昨晚緊急將他逮捕。竹井向警方供稱，自己太想要錢才犯案，並稱對社會感到不滿。

警方指出，竹井和死者同住一棟樓，但互不相識。而竹井被警方從家裡帶出時，對著記者及路人大叫，甚至顯露出興奮的表情。（施旖婕／綜合外電報導）

在二月初入手了大省的G2，一直使用都沒問題 但是這兩天出現了手機晚上放著充電，等到早上起來使用之後他會自動關機在開機 而且LG的字幕會出現兩次，請問這問題的原因有可能是什麼呢?? 軟體方面這兩天只有抓取一個GOOGLE小遊戲，現在也刪除了 因為沒碰過這類問題所以只好上來請教 感謝解答 -- ※ 發信站: 批踢踢實業坊(ptt.cc) ◆ From: 111.241.32.248

今天一早上班就充滿驚魂 跑彰化/和美的人都應該知道線東路/彰美路路口，算是一個大路口 今天早上有一台車高速闖越紅燈，闖之前還按喇叭 幸好我在線東路綠燈起步慢了，不然很有可能被攔腰撞上 影片在這裡: http://youtu.be/g-yQ0RgPuM4
