台中市政府上周廣發簡訊，公告「台中公債在五都最低」，經費由市長第二預備金支應，恰巧是國民黨初選期間，遭民進黨台中市議會黨團批評「濫用救命錢為自己助選」；胡志強今澄清，災害救命錢是災害準備金，與第二預備金不同，不應混為一談。

胡志強今召開市政會議，他強調，因為個人選舉去留，引起公務員遭誤會，「都是因我而起，我為造成困擾表示歉意」。他強調，簡訊內容與選舉無關，也沒有提到他的名字，更不是動用救命錢。

他解釋，財政部要求地方政府公債要廣為公告，市府財政局年初簽報公文，希望動支第二預備金發送簡訊，公告台中公債情形，他當時批准。

胡強調，二備金是補充政務所需、但預算不足或未編列的部分，例如社區活動中心的老人卡拉OK設備，也曾動支二備金支應，這筆錢與發生颱風地震時的災害準備金不同，不會排擠災害發生時的搶救經費。

海巡署長王進旺今天在立院外交國防委員會表示，我國派往搜救馬航失蹤MH370班機的海軍與海巡艦艇，已經於昨天上午1100奉命返航，3艘船在當天1700會合，開始北返，預計在20日中午1200返抵台灣。

馬航客機於3月8日凌晨失蹤，馬英九總統於10日宣布參與救援。當天下午，海巡署的巡護七號、九號巡護船，以及海軍田單號巡防艦，分別從高雄、馬公出發，共同駛向南沙。在馬方協調下，我國負責搜索馬來半島東方，面積將近7600平方海里的海域。

田單艦一行於14日晚間2200時抵達指定海域，為保持「無縫接軌」，海軍於13日便下令承德號巡防艦從左營出發，預備接替田單艦，不過尚未到達水域，就已經奉命返航。

麥當勞「國際早餐日」今早7點全台同步開跑，每店送出1000份，共送出40萬份「滿福堡」，而麥當勞台北林森二餐廳上午6點前就排滿準備取餐的民眾，其中前2名為一對就讀政大的情侶檔，凌晨4點半就起床，5點到現場排隊，而第3名排隊民眾今早則是從內湖晨跑至台北林森二餐廳，也剛好是政大畢業生。

今上午不到7點，現場就已有超過100位民眾排隊，前2名分別是政大英語系的陳同學及阿拉伯語文學系的吳同學，兩人是情侶檔，上午5點就到現場排隊。他們表示，因之前在網路上看到有「國際早餐日」的活動，今天又剛好要到火車站附近看電影，所以一早就特別從文山區趕來參加活動。

至於另一位褚先生本身是馬拉松愛好者，平常就有晨跑習慣，前幾天從麥當勞粉絲團得知「國際早餐日」的消息，因此今天凌晨4點就從內湖跑步到麥當勞台北林森二餐廳，總共花了1小時。褚先生說，以前大學就在麥當勞打工，平常跑馬拉松前也會有吃麥當勞的習慣，所以今天特別來響應「國際早餐日」的活動。

今天麥當勞「國際早餐日」由台北林森二餐廳為活動揭開序幕，亞太、中東、非洲區行銷長Andrew Hipsley及總經理陳文淵今天一早就到麥當勞台北林森二餐廳為民眾打氣。（蔡孟修／台北報導）
