【綜合報導】「關於重新構築安全保障法律基礎懇談會」昨（17日）在日本東京召開，討論集團自衛權問題。日本首相安倍晉三稱：「任何憲法解釋都不能犧牲國民的生存和國家的存立。要直視憲法制定以來的變化，討論符合新時代的憲法解釋。」中國媒體則解讀其「加快修憲步伐」。

這場「安保法律懇談會」成立於2007年，目的即討論修改憲法，2008年該會正式向政府提交報告，呼籲修改「禁止行使集體自衛權」的憲法解釋。該懇談會去年因安倍重新上臺得以重啟，但為避免對今年7月舉行的參院選舉造成負面影響，懇談會一直沒有召開，直到昨天才在東京登場。

【綜合報導】立法院開議，行政院長江宜樺至立法院進行施政報告。這也是鍘王之後，王金平江宜樺首度正面交鋒，但兩人完全完全沒互動。

在等待上台施政報告前，江宜樺坐定位後，只顧低頭看公文，但綠營立委輪番上台砲轟。立委李桐豪譏諷：「江揆說，沒有王院長的立法院 ，他已經準備好了，我們在這裡說，沒有江揆的行政院 ，立法院也已經準備好了。」台下綠營立委大聲附和，氣氛有些尷尬。而隨後立委們也輪番播放馬英九在7年前還擔任台北市長時，曾在反扁場合上批陳水扁，民調滿意度低於18%，應該自行下台的發言，諷刺馬英九應「知所進退」。

立委陳亭妃嘲諷馬英九目前滿意度還只有18%的一半：「馬英九市長，請站出來馬英九總統知所進退，要有羞恥心，要有責任感，請馬英九下台。」而影片在第一次葉宜津播放時，王金平也非常認真的觀看。為了杯葛江宜樺上台進行施政報告，綠營立委化身黑衫軍抗議，高喊：「毀憲亂政、道歉下台」。眼看上台施政報告無望，江宜樺起身前，還回頭望了一下主席台。但相較起立法院內尊王打馬，院外也有另一種聲音。挺馬民眾高舉標語大喊特偵組加油、馬英九加油、王金平快滾蛋。只是場內場外亂哄哄，一整天下來立院議事空轉。

香港首富李嘉誠今天少有地就政治問題表態，表示反對泛民主派為爭取「真正普選」而提出的「占中行動」。

本地電子媒體報導，李嘉誠在長實集團董事趙國雄與媒體的飯局上談到各種議題，包括「占中行動」。

身為長實集團主席的李嘉誠說，表達意見可以有很多途徑，他反對用對立的方法爭取民主，而「占中」癱瘓中環，傷害經濟，破壞香港金融中心的形象，也未必能達到民主目的。

他說，「占中行動」會激化社會情緒，無助解決問題。

此外，對於坊間近日揣測李嘉誠的長實及和記黃埔集團有意撤離香港，李嘉誠說，長實及和黃絕對不會遷離。

他說，「自己愛國家愛香港」，相信長實及和黃多年後都會屹立香港，但生意規模大小，會隨著香港及世界的政治和經濟情況作決定。

和黃早前決定出售旗下百佳超級市場，結果引起撤資疑雲。

李嘉誠身為香港首富，一言一行往往引起社會關注，而他過往少談論政治。

但另一方面，最近幾年，他一直被本地一份支持泛民的報章猛烈抨擊，成為「被針對」的對象，而泛民中也有人鼓吹仇富意議，且把矛頭指向李嘉誠。

北京方面已同意香港可於2017年普選產生行政長官，但按照基本法及全國人民代表大會常委會的決定，行政長官候選人須由一個提名委員會產生。

泛民視提名委員會為篩選制度，要求取消，否則將會發起占領香港金融中心中環的「占中行動」。

【陳宏銘／屏東報導】屏東縣林邊分駐所結合中華民國大慈功德會等慈善團體，今天上午在分駐所發放米、油、醬油等物資給當地的一百八十戶中低收入戶等弱勢家庭。領到物資的李姓老婦稱，生活難過，感謝各界的愛心。
 
　中華民國大慈功德會會長莊證耀表示，這次活動在警方及當地村長提供弱勢家庭、民眾的名冊下，逐一電話通知前往領取。林邊分駐所長羅德慶則不居功的說，感謝這些善心人士來幫忙林邊鄉親，讓大家過個中秋佳節。

【綜合報導】提到北韓女主播，慷慨激昂的李春姬絕對是最好的樣板。但日本TBS電視日前採訪北韓中央電視台，卻意外發現金正恩不喜李氏播報風格，要求女主播應語調柔和、態度輕鬆。

北韓中央電視台主播金永信稱：「去年2月的時候金正恩書記說過，主播們都太嚴肅了，要稍微柔和一點。」於是主播們在一些較輕鬆的社會生活和經濟報導，改以較溫和、更生活化的語氣進行播報。
